资格预审
1．招标条件
本招标项目六安市污泥处置厂工程（DBO）已由安徽省发改委 (项目审批、核准或备案机关名称)以安徽省发展改革委关于六安市城市污水治理工程利用德国促进贷款项目可行性研究报告有关建设内容调整的批复（皖发改外资函【2015】380号）批准建设，项目业主为六安市城市建设投资有限公司，建设资金来自德国复兴银行促进性贷款，招标人为六安市城市建设投资有限公司，招标代理机构为中信国际招标有限公司。项目已具备招标条件，现进行公开招标，特邀请有兴趣的潜在投标人(以下简称申请人)提出资格预审申请。
2．项目概况与招标范围
本工程建设内容包括：新建污泥处置厌氧消化厂（80%含水率污泥140吨/d，30吨/d 城市粪便处理，预留60吨/d餐厨垃圾处理接口及场地）；新建太阳能干化厂及污泥存储车间等。
建设地点：六安市污泥处置项目用地。
工期：建设期15个月(含节假日)，运行期18个月（含试运行期3个月,含节假日）。
招标范围：本次招标为六安市污泥处置厂详勘、施工图设计、设备供货与安装、土建施工、18个月的运行、人员培训等。
工程质量：设计：符合国家、地方和行业标准、规范要求；施工：达到国家和安徽省六安市建设标准，强制性条文和现行规范及设计要求，达到施工质量验收规范合格标准；
3．申请人资格要求
3.1本次资格预审要求申请人（牵头方）具备近十年独立或作为主参与方〔工艺设计方案提供、主要和关键设备提供〕，须有二个城市污水厂污泥厌氧（或污泥协同厌氧（指餐厨垃圾、粪便和市政污泥的混合））消化厂业绩（至少一个国内建成业绩）。注册资金不少于2000万元人民币（投标人为国外注册企业不受此注册资金限制）。并可获得不少于3000万元人民币的流动资金或银行授信资金及其他来源。在人员、设备、资金等方面具备相应的施工能力，其中，申请人拟派项目负责人须具有负责过城市生活污水处理厂污泥厌氧消化厂工程的业绩。
3.2本次资格预审接受联合体资格预审申请。联合体申请资格预审的，应满足下列要求：
3.2.1牵头方为污泥处置（厌氧消化）专业公司近十年独立或作为主参与方（工艺设计方案提供、主要和关键设备提供），须有二个城市污水厂污泥厌氧（或污泥协同厌氧）消化厂业绩（至少一个国内建成业绩）。注册资金不少于2000万元人民币（投标人为国外注册企业不受此注册资金限制）。并可获得不少于3000万元人民币的流动资金或银行授信资金及其他来源。
3.2.2联合体合作方要求：
3.2.2.1设计单位具备建设行政主管部门颁发的具有市政公用工程专业设计甲级资质（给排水）、燃气专业设计乙级及以上资质。
3.2.2.2施工单位具有市政公用工程施工总承包一级及以上资质，且注册资金不少于4000万元人民币（注册资金为外币的，以投标截止日前一日人民银行公布的汇率换算为人民币）；
3.2.3联合体须具有城市污水厂污泥协同厌氧消化运营管理的业绩。
3.2.4联合体成员不得超过3家。
3.2.5联合体成员内必须具有机电工程施工总承包一级资质。
4.资格预审方法
本次资格预审采用有限数量制。采用有限数量制的，当通过详细评审的申请人多于 5 家时，通过资格预审的申请人限定为 5 家。
5.申请报名
凡有意申请资格预审者，请于2015 年 9月 3 日至 2015 年 10月 9日（法定公休日，法定节假日除外），每日上午 9：00 时至 11：30 时，下午2：30 时至 17：00 时(北京时间，下同)，在中信国际招标有限公司报名。
6．资格预审文件的获取
6.1凡通过上述报名者，请于 2015 年 9 月 3 日至 2015 年 10月 9 日（法定公休日、法定节假日除外），每日上午9：00 时至 11：30 时，下午1：30 时至 17：00时，在北京市海淀区友谊宾馆苏园17单元3层持单位介绍信购买资格预审文件。
6.2资格预审文件每套售价 2500 元，售后不退。
6.3邮购资格预审文件的，需另加手续费(含邮费) 150 元。招标人在收到单位介绍信和邮购款(含手续费)后 3 日内寄送。
7．资格预审申请文件的递交
7.1递交资格预审申请文件截止时间(申请截止时间，下同)为 2015 年 10 月 10 日
10：00时00分，地点为北京市海淀区友谊宾馆苏园17单元3层。
7.2逾期送达或者未送达指定地点的资格预审申请文件，招标人不予受理。

项目内容(英文)：sludge disposal DBO Public notice on prequalification DBO Project for Liu’an Sludge Treatment Plant of Liu’an Urban Sewage Management Project utilizing Germany promotional loan Invitation for prequalification 1．Tender condition Construction of the project under this IFB – Liu’an Sludge Disposal Plant (DBO) – has been approved by the Development and Reform Commission of Anhui Province (name of project approval, ratification or registration authority) with the official document – “Approval Letter of the Development and Reform Commission of Anhui Province on Adjustment to Relevant Construction Contents of the Feasibility Study Report of Liu’an Urban Sewage Treatment Project by Using KfW Loan” (Letter of foreign funds department of development & reform committee o Anhui Province [2015] No. 380). Owner of the project is Liu’an Urban Construction & Investment Co., Ltd., source of fund is Promotional Loan from KfW Bank, Germany, Employer is Liu’an Urban Construction & Investment Co., Ltd., and the tendering agent is CITIC International Tendering Co., Ltd.. The project is ready for bid invitation, and public bid invitation is ongoing, thus, hereby interested potential bidders (hereinafter referred to as “the Applicant”) are invited to forward their prequalification applications. 2．Project overview and scope of tender Construction contents of this project include: Greenfield Sludge anaerobic digestion plant (140t sludge with a water content of 80% per day, 30t municipal feces per day, with interface and space reserved for future treatment of 60t kitchen waste per day); Greenfield solar energy drying plant and sludge storage plant, etc. Place of construction: Land used for Liu’an sludge disposal project. Project period: Construction period 15 months (including holidays); operation period 18 months (including a test run period of 3 months inclusive of holidays). Scope of tender: This IFB includes detailed survey, construction drawing design, procurement, construction, 18-month operation service, personnel training, etc. of Liu’an Sludge Disposal Plant. Quality of the project: Engineering design: To be compliant with national, local and industry standards and codes; Construction: To be compliant with the construction standard, compulsory provisions and current codes of the state and Liu’an City, Anhui Province as well as the design requirements, meeting the construction quality acceptance codes; 3．Qualification requirements on applicants 3.1 This prequalification requires that the applicant (or leading party of a joint venture) must have two reference in disposal of sludge from municipal sludge anaerobic co-digestion, namely co-digestion of kitchen waste, fecal sludge and municipal surplus sludge independently or as a main participant (provision of process design scheme, supply of main and critical equipment) for the last 10 years (including at least one record of such project in China).Its registered capital should not be less than 20 million yuan (bidders that are enterprises registered abroad are not subject to this limit registered capital). The applicant should also be able to obtain a current capital or bank credit line of 30 million yuan and have other sources of fund. The applicant should have relevant construction capability in terms of personnel, equipment and fund, etc., and the project leader to be designated by the applicant must have the record of having been responsible for projects of sludge anaerobic digestion projects for municipal sewage treatment plants. 3.2 Joint-venture prequalification applicants are acceptable for this IFB, and each joint venture applicant must meet the following qualification criteria: 3.2.1 In case of a leading party being a professional company specialized in sludge disposal (anaerobic digestion), it must have a record of at least two sludge anaerobic (or sludge synergic anaerobic) digestion facilities for municipal sewage treatment plants independently or as the main participant (provision of process scheme, supply of main and critical equipment, process design) in the last 10 years (including at least one record of completed plant in China). Its registered capital should not be less than 20 million yuan (bidders that are enterprises registered abroad are not subject to this limit registered capital). The applicant should also be able to obtain a current capital or bank credit line of 30 million yuan and have other sources of fund. 3.2.2 Requirements on joint-venture partners: 3.2.2.1 In case of a design institute, it must have Class-A municipal public project design qualification (water supply and drainage) and Class-B or higher fuel gas design qualification issued by relevant construction administrations. 3.2.2.2 In case of a construction company, it should have Class-1 or higher general contraction qualification in construction of municipal public projects and should have a registered capital of no less than 40 million yuan (in case of a registered capital in a foreign currency, it will be converted into RMB at the exchange rate issued by the People’s Bank of China the day before the deadline for submission of bids). 3.2.3 The joint venture must have an operation and management record of sludge synergic anaerobic digestion facilities for municipal sewage treatment plants. 3.2.4 Each joint venture shall have 3 members at most. 3.2.5 The joint venture must have Grade I or above qualification promulgated by the Ministry of Construction of the People’s Republic of China on overall contract for mechanic-electric project construction。 4. Prequalification method This prequalification examination shall adopt limited quantity method. Where limited quantity method is adopted, when the number of applicants who have passed the examination is more than 5 , the quantity of Prequalified Applicants shall be limited to 5 applicants. 5. Applicant sign up All applicants who are interested in applying for the prequalification are invited to sign up at CITIC International Tendering Co., Ltd. (name and address of tangible architecture market/trading center) from 9:00~11:30_ a.m. and from 2:30~5:00 p.m. everyday from Sep 3 , 2015 to Oct 9, 2015 (except for weekends and legal holidays) (Beijing Time, the same below). 6．Acquisition of prequalification document 6.1 Prequalification Document. Any applicant signed up as indicated above may purchase the Prequalification Document by presenting a corporate letter of introduction at Unit 17, 2Fl, Suyuan, Friendship Hotel, Haidian District, Beijing (detailed address) from 9:00~11:30_ a.m. and from 1:30 ~5:00 p.m. everyday from Sep 3 , 2015 to Oct 9, 2015 (except for weekends and legal holidays). 6.2 Each set of Prequalification Document is sold at RMB 2500.00 or EUR 350.00 and may not be returned after sold. 6.3 In case of mail order of the Prequalification Document, a handling charge (including postage) in the amount of RMB 150 yuan shall be added, under which circumstance, the Employer will mail it out within 3 days after receipt of the applicant’s corporate letter of introduction and the mail order payment (including handling charge). 7．Submission of prequalification application documents 7.1 Deadline for submission of prequalification application documents (application submission deadline, the same below) is 10:00 am Oct 10, 2015.
