中化商务有限公司受中国商用飞机有限责任公司上海飞机设计研究院(买方)委托对下列服务进行国际公开竞争性招标。现邀请合格投标人参加投标。

1.     招标服务的名称、投标人的主要资格和业绩条件:

1.1  服务名称:

海外人才引进及管理咨询合同

具体技术要求详见招标文件。

1.2  主要资格和业绩条件

1投标人必须是提供本项目服务的供应商或针对本项目的唯一授权代理商,如为代理商则需提供制造商出具的针对本项目的授权书原件或复印件,否则投标将被否决

2关境内投标人须提供以下资质证书的复印件(1)有效的加载统一社会信用代码的营业执照复印件或事业单位法人证书复印件;(2)投标人注册资金/开办资金不少于人民币50万元(RMB 500,000.00)或其他等额外币(汇率按招标公告发布当日中国银行总行首次发布的外币对人民币的现汇卖出价进行换算);(3)       投标人需提供有效期内的ISO9001质量体系认证证书或同等质量体系认证证书复印件并加盖投标人公章;(4)投标人对本项目配备的项目服务人员应具有3年以上的与本招标项目相关领域专业人才评估工作经验,须提交针对此项目的人员配备情况表(格式详见本章附件4)与项目人员简历表(格式详见本章附件5);(5)投标人须提供其重大涉诉情况说明(格式详见附件3);(6)投标人需证明未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人名单(需提供“信用中国”查询记录并加盖投标人公章)。若投标人无法查询其信用信息,则需提供相关截图。(7)投标人须提供至少10000名相关国际候选人的航空工业专业人才数据库,须加盖投标人公章,否则将被视为无效文件。关境外投标人须提供以下资质证书的复印件: (1)       有效的商业登记/商业证明;(2)  投标人需提供有效期内的ISO9001质量体系认证证书或同等质量体系认证证书复印件并加盖投标人公章;(3)     投标人对本项目配备的项目服务人员应具有3年以上的与本招标项目相关的航空领域专业人才评估工作经验,须提交针对此项目的人员配备情况表(格式详见本章附件4)与项目人员简历表(格式详见本章附件5);(4)       投标人须提供其重大涉诉情况说明(格式详见附件3);(5)投标人需提供未成为失信被执行人承诺函(格式自拟)。(6)  投标人须提供至少10000名相关国际候选人的航空工业专业人才数据库,须加盖投标人公章,否则将被视为无效文件。

3.业绩要求:投标人须提供其自身实施的与本次招标项目相同或类似的业绩清单及类似案例说明,包括但不限于项目名称、委托方及联系方式、服务内容、项目验收时间等,并出具近5年内(2014-2018年)签署的不少于1份的类似合同复印件(包括但不限于合同签署日期、合同主要内容、合同签章页等)并加盖投标人公章。

4.银行资信证明: 1)境内投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件; 2)境外投标人应当提供在开标日前3个月内由其开户银行开具的银行资信证明的原件或复印件。

本项目 不支持 联合体投标。

SINOCHEM COMMERCE CO., LTD. entrusted by the Buyer Shanghai Aircraft Design and Research Institute, hereby carries out International Competitive Bidding for the supply of the following services, and now invites eligible bidders to attend the bidding.

1.       Name of the bidding Service, Requirements of qualification and sales achievements by the tender:

1.2  Requirements of qualification and sales achievements:

1The Bidder must be the service supplier or the sole authorized agent for this project, the authorization material must be provided, otherwise the bid will be rejected.

2The bidder inside customs boundary of the People's Republic of China should provide copied documents as follows: (1) valid photocopy of business license attached with unified social credit code or the photocopy of Legal Person Certificate of Public Institutions; (2) The constituted money of the bidder should be no less than RMB 5,000,000.00 or equal to it (Conversion of bidding currency into RMB at the selling rate of foreign currency to RMB Yuan first issued by Bank of China on the date of bid announcement);(3) The Bidder shall provide valid ISO9100 (or equivalent or Higher quality system certification) certification. In addition, the certificates and copies must be sealed with the Bidder's official seal;(4) The project service personnel provided by the Bidder for this project shall have more than 3 years' experience in evaluating the professional personnel in the field related to this bid invitation project, and the Bidder shall submit the personnel allocation table (see appendix 4 to this Chapter for the format) and resume table (see appendix 5 to this Chapter for the format);(5) The Bidder shall provide the explanations for whether lawsuits involved (refer to Annex 3 in this chapter for detailed formats); (6) The bidder shall prove that he is not included into the list of breach of the persons subjected to the execution from CREDITCHINA.GOV.CN (www.creditchina.gov.cn) (and provide the inquiry record from the website and seal it with the Bidder's official seal). If no information can be checked, the bidder should also provide the checking record.(7) The Bidder shall provide an aviation professional database covering at least 10,000 relevant international candidates with its office seal stamped, otherwise such document will be deemed as invalid.

The bidder outside customs boundary of the People's Republic of China should provide copied documents as follows: (1) Its valid business registration/business certificate; (2) The Bidder shall provide valid ISO9100 (or equivalent or Higher quality system certification) certification. In addition, the certificates and copies must be sealed with the Bidder's official seal;(3) The project service personnel provided by the Bidder for this project shall have more than 3 years' experience in evaluating the professional personnel in the field related to this bid invitation project, and the Bidder shall submit the personnel allocation table (see appendix 4 to this Chapter for the format) and resume table (see appendix 5 to this Chapter for the format);(4) The Bidder shall provide the explanations for whether lawsuits involved (refer to Annex 3 in this chapter for detailed formats);(5) The bidder shall commit that he does not lose credit and is not subject to execution.(6) The Bidder shall provide an aviation professional database covering at least 10,000 relevant international candidates with its office seal stamped, otherwise such document will be deemed as invalid.

3Performance requirements: The Bidder shall provide a performance list of the same or similar projects implemented by itself and descriptions of similar cases, including but not limited to the project name, the client and its contact information, service contents, project acceptance time, etc., and present more than one copy of the similar contract signed in recent 5 years (2014-2018) (including but not limited to the contract signing date, the main contents of the contract, the contract signature page, etc.) with the office seal of the Bidder stamped.

4Bank reference letter:1) Domestic bidder shall provide the bank reference letter from the bank which the basic account was opened, issued within three months prior to the time of bid opening in original or its copy.2) Foreign bidder shall provide the bank reference letter issued within three months prior to the time of bid opening in original or its copy.

Joint bidding is not accepted in the tendering.

Others qualification requirements could refer to the bidding documents.

3.       Form of bidding: international competitive bidding

4.       Price of Bidding Document: RMB 1500 or USD 240 for one complete set of package. Bidding Document is non-refundable.

5.       Time for obtaining Bidding Documents: 9:00-16:00 (Beijing time) every day from 2019-2-22 to 2019-3-1 (except for holidays)

6.       Bidding documents purchasing online: login in the bidding documents purchasing system e.sinochemitc.com. The Bidder should make registration online. 7.       If a bidder is found to have any behavior such as false response to bidding and some other fraudulent means for winning the bidding, the bidder’s deposit will not be refunded.
