Procurement of Civil Works for Afforestation (including aquatic planting for the protection of environment) and Basic Facilities under Huayang Lake Wetland Ecological and Environmental Protection and Sustainable Development Project in Anhui Province

INVITATION FOR BIDS

1. Chinese government has applied for a loan from the Saudi Fund for Development to pay the cost of Huayang Lake Wetland Ecological and Environmental Protection and Sustainable Development Project, and a portion of the loan is planned to cover the eligible expenditures under the contract of Afforestation (including aquatic planting for the protection of environment) and basic facilities.

2. Under the entrustment of Susong Forestry Bureau, Minmetals International Tendering Co., Ltd., invites qualified bidders to submit sealed bids for the following works:

   Afforestation (including aquatic planting for the protection of environment) and basic facilities under Huayang Lake Wetland Ecological and Environmental Protection and Sustainable Development Project in Anhui Province Financed By the Saudi Fund for Development

   Project brief:

   The construction period of the above project is: 730 calendar days.

   Construction contents: civil works and installations of botanical garden landscape, greening, lakeside greening, monitoring and scientific research center, wetland botanical garden gate, propaganda and education center, and Xiacang monitoring station, details referred to Design Drawings, Bill of Quantities and the Maximum Bid Price Limit.

   Bidding scope: all contents listed in Design Drawings and Bill of Quantities.

   Project investment: approximate CNY 82 million.

3. This is an international competitive bidding. Eligible bidders who meet the procurement guidelines of the Saudi Fund for Development can participate in the tender.

4. Eligible bidders who are interested can further get the relevant information from the address specified in the invitation and to inquire the bidding documents.

5. The qualification requirements of the bidder include: (1) with an independent legal entity;(2) with the qualification of level one or above of the construction general contracting for municipal construction and the qualification of level three or above of the construction general contracting for construction issued by the construction administrative department, and with a valid safety production license; (3) the average annual construction turnover of the past three years (2016-2018) should be at least CNY 200 million or equivalent; (4) the annual net assets of the past three years (2016-2018) should be at least CNY 50 million or equivalent; (5) the project manager of the bidder should have the qualification of the level one registered constructor (temporary registered constructor excluded)of municipal public construction, and have valid safety production assessment certificate (Class B); (6) the bidders shall have completed at least one construction contract related to wetland park or landscape project and the contract amount shall not be less than CNY 50 million or equivalent, from January 1, 2015 to the deadline for bid submission (The date stated on the completion acceptance shall be in this period); (7) The technical director of the project should have the senior title of municipal or landscape construction. Detailed information will be provided in the bidding document.

   Joint Venture is not allowed.

   Note: Assigned registered constructor by the Bidder should be able to be inquired on the construction supervision and credit management platform of provincial or above level.

6. Credit requirements:

   （1）As of the deadline for bid submission, the bidder shall not be restricted by the following relevant supervisory and administrative departments due to illegal and irregular acts and within such restricted period of validity:

   ①Restricted bid qualification by relevant provincial supervisory and administrative departments of Anhui or above level;

   ②Restricted bid qualification by relevant municipal supervisory and administrative departments of Anqing city;

   ③Restricted bid qualification by relevant county supervisory and administrative departments of Susong county.

   （2）As of the deadline for bid submission, the bidder shall not be the party of major tax illegality cases, the dishonest person subjected to execution, and shall not be listed as serious illegal and dishonest enterprises published on the National Enterprise Credit Information Publicity System. The above information shall be queried by the bid evaluation committee through official sources such as State Taxation Administration website (www.chinatax.gov.cn), the Supreme People's Court of the People’s Republic of China website (www.court.gov.cn) and National Enterprise Credit Information Publicity System (www.gsxt.gov.cn), and the results shall be included in the bid evaluation report.

   （3）Within the past three years (three years from the deadline for bid submission), the bidder shall:

   ①have no major quality or safety accidents occurred;

   ②have no criminal record of bribery for enterprises and its legal representatives;

   ③have no behaviors of wages arrears for migrant workers (subject to resolution by relevant departments).

   Note: The bidder shall issue a written commitment letter for the above (1) and (3) requirements in its bid.

7. This project only accepts participation of enterprises that have been registered in the credit database of Anqing Public Resource Trading Service Platform. Enterprises that have not been registered can apply for free admission in order to obtain bidding document online. 8. The bidder may log in Anqing Public Resources Trading Service Platform (http://aqggzy.anqing.gov.cn/) for obtaining of bidding document and payment from _Jan 20_, 2020 to 18:00,_Feb 5_, 2020. The bidding documents and other materials (including clarification, addendum and etc.) can be downloaded upon payment of a nonrefundable fee of CNY 400.00 (or USD 60.00) per set (including the bidding document fees and other costs). 9. All bids should be submitted to the address specified in this Invitation for Bids before_9_am, _Mar_5_, 2020. The late bid shall be rejected. The opening of the bid shall be held publicly at the address specified in this Invitation for Bids. The bidder shall send its representative to participate in the bid opening. The bid opening time is 9_am, Mar 5, 2020. a bid security of CNY 500,000 or equivalent USD shall be furnished along with the bid. 12. Other Notes

    11.1 The bidder of this project need to register and download bidding document on Anqing Public Resource Trading Service Platform. The bid submitted by the bidder should be printed version (including electronic version) and submitted to the address stipulated in bidding document.

    11.2 The bidder must complete the online payment before the deadline for obtaining of bidding document, after which the system will automatic shutdown.

    11.3 Before signing the contract, bidder from other province or city, shall register at local administrative department.
