This project is divided into two items for bidding, item 1 process system, item 2 Mechanical and electrical equipment and instrument control equipment. Specifically, see "Volume 3, Chapter 8, Goods requirements and technical specifications".

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 This project allows the consortium to bid, but the number of members of the consortium shall not exceed two. The bidder (if the bidder is a consortium, it means the member of the consortium undertaking site installation) must satisfy one of the following two conditions: (1) the first-level qualification of general contracting for mechanical and electrical engineering construction; (2) the first-level qualification of professional contracting for construction mechanical and electrical installation engineering. A valid copy of the qualification certificate shall be provided in the tender documents and the original shall be available for reference.
3.2 From January 1, 2012 (the date of signing the contract must be after January 1, 2012) to the date of opening the tender, the bidder (if the bidder is a consortium), has completed at least one treatment capacity not less than 100,000 tons/day, and the effluent standard is equal to or better than the performance of the supply project of the complete set of process equipment of the first-class A sewage treatment plant (or reclaimed water plant), and the amount of the individual contract. More than or equal to 60 million RMB or equivalent foreign currencies (the exchange rate of foreign currencies is calculated on the basis of the intermediate exchange rate announced by the People's Bank of China on the date of signing the contract provided). If the performance is completed in the form of a consortium, the bidder of the project (if the bidder is a consortium, then refers to the leader of the consortium) must be the leader of the performance consortium, otherwise the performance will not be recognized.
If the performance of the project provided by the bidder is of PPP, BOT, BT, TOT type, the bidder must be the direct completion of the project (the direct completion refers to the completion of the actual work of the performance of the supply project of complete process equipment), otherwise the performance will not be recognized.
Copies of contract, completion acceptance certificate or handover acceptance certificate shall be provided in bidding documents. If the above certification materials can not reflect the project scale and emission standards, copies of user certificate with user's official seal shall also be provided. For PPP, BOT, BT and TOT contracts, certification materials of the direct completor with user's official seal shall be provided. All the above certification materials should be provided with original parts for reference when bidding.
3.3 From January 1, 2012 (the date of signing the contract must be after January 1, 2012) to the date of opening the tender, the bidder (if the bidder is a consortium, refers to the leader of the consortium) who is in charge of the on-site project must have completed the performance of the project of supplying at least one 100,000 tons/day or more complete sets of process equipment for the sewage treatment plant (or reclaimed water plant) as the project leader, and the amount of the individual contract is large. It is equal to 60 million RMB or equivalent foreign currency (the exchange rate of foreign currency is calculated according to the intermediate exchange rate published by the People's Bank of China on the date of signing the contract provided).
If the project performance provided by the bidder's on-site project manager is of the type of PPP, BOT, BT and TOT, the bidder's on-site project manager must be the project leader who undertakes the performance of supplying complete sets of process equipment for the project, otherwise the performance will not be recognized.
Copies of contract, completion acceptance certificate or handover acceptance certificate shall be provided in bidding documents. If the above certification materials can not reflect the project scale, the person in charge of the site Project and the work content undertaken, copies of user's certificate with user's official seal shall be provided at the same time. All the above certification materials should be provided with original parts for reference when bidding.
Note: The submission of acceptance certificate for completion in Clauses 3.2 and 3.3 stipulates that a record of acceptance for completion or acceptance certificate (record) or acceptance certificate or quality supervision report issued by quality supervision organization shall be provided. The completed acceptance record form or the completed acceptance certificate (record) or acceptance appraisal certificate provided must be stamped by the construction unit, design unit, supervision unit and construction unit, otherwise they will not be recognized. Provision for submission of acceptance certificate for delivery: Provide acceptance certificate for delivery (record). The acceptance certificate (record) provided must be stamped by the construction unit, the design unit, the supervision unit and the construction unit.
3.4 The bidder (if the bidder is a consortium, then refers to the leader of the consortium) shall provide a certificate of liquidity of RMB 30 million or more issued by the basic deposit-opening Bank of the bidder after October 1, 2018 or a bank credit certificate of the same amount issued by the basic deposit-opening bank;
3.5 Bidders may participate in the bidding of all two items or one of them, but at most they can only be recommended as successful candidates for one item. If the bidder is a consortium, he or she can only bid for two items of the project in the form of the same consortium (referring to the situation in which the members of the consortium remain unchanged). Members of the consortium shall no longer bid for any item in their own name alone, nor shall they form a new consortium or join other consortium in bidding for any item of the project.
3.6 This project is subject to post-qualification review.
