3、Qualification Requirements For Bidder
Qualifications or Performance:1.Bidders participating in the project shall meet the qualification requirements of Article 22 of the government procurement law.
2.The bidder participating in the project shall have business license and account opening certificate (account opening permit or other account opening certificate materials) with three certificates in one;
3.The bidder participating in the project shall have good business reputation and sound financial and accounting system; the bidder shall provide the original or copy of the credit certificate issued by its bank of deposit within three months prior to the bid opening date; if the copy is clearly indicated as invalid, the original of the credit certificate must be provided;
4.If the bidder participating in the project is an agent, it shall have the medical device business license, if it is a manufacturer, it shall have the medical device production license; if the bidder participating in the project is not a manufacturer, it shall provide the letter of authorization issued by the manufacturer (package II); the bidder shall provide the medical device registration certificate of the product;
5.The bidders participating in the project shall register and file on Heilongjiang government procurement online;
6.Other conditions stipulated by laws and administrative regulations;
7.Joint venture bidding is not accepted for this project.
The bidder shall carry the original of the above certificates (business license, account opening certificate (account opening permit or other account opening certificate materials), credit certificate, medical device business license or medical device production license, medical device registration certificate and letter of authorization (package II)) for future reference when opening the bid, and those not provided shall be treated as invalid bids.
