3、Qualification Requirements For Bidder
Qualifications or Performance:1. Bidder's Qualifications
(1) The bidder must be an independent legal entity registered in accordance with related laws (the bidder shall have the capability of independently assuming civil liability) with establishing time (date on business license shall prevail) shall be before 2013 (including 2013); the registered capital of domestic bidders shall be no less than RMB 50 million Yuan (including RMB 50 million Yuan).
(2) The domestic bidder shall have Grade I qualification certificate for Professional Contracting of electrical and intelligent engineering and Grade II qualification certificate or above (including Grade II) for Professional Contracting of Decoration Construction.
(3) The bidder shall have ISO9001 quality management system certification, ISO14001 environmental quality system certification, OHSAS18001(GB/T28001) occupational health and safety management system certification, ISO20000 information technology services management system certification, ISO27001 information safety management system certification.
(4) The domestic bidder shall have safety production license.
2. Bidder's Project Performance Record
Since 2013 (the signing date of the contract shall prevail),
the bidder shall have performed at least one (1) similar project for hospital intelligent construction project (or hospital information system project) and the contract price shall be no less than EUR 4,200,000 (or RMB 34,000,000 Yuan).
3. Bidder's Financial Situation
(1) The bidder shall provide original bank reference letter issued by the its bank of deposit within three (3) months before the bid submission deadline to certify its financial and credit status in its bid.
(2) The bidder shall submit its audited financial statements and reports for the last three(3) years (2015-2017) (including balance sheet, income statement and cash flow statement etc.) to demonstrate the average annual turnover of the Bidder for the last three(3) years (2015-2017) is no less than EUR 15 Million or equivalent amount in other currency; the bidder's net worth for the last three(3) year shall be positive.
(3) The Bidder's proven availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which shall be at least EUR 2,000,000 or equivalent amount.
4. Other Requirements
(1) For domestic bidder, the proposed project manager shall be the Level I registered constructor for major of mechanic and electronic engineering (temporary constructor is not acceptable). The copies of labor contract and related qualification certificate shall be provided by (domestic) bidder in its bids (the registration company shall be the same as the one of the bidder) with the originals prepared for further check to demonstrate its proposed personnel could meet the requirement; foreign bidder shall allocate project manager with equivalent capabilities.
(2) In the case of a bidder offering to some key supply goods which the Bidder does not manufacture or otherwise produce, the Bidder has been duly authorized by the goods' Manufacturer or Agent (the agent must provide copies of valid certificate issued by the manufacturer) to supply the goods in this bidding project, the format of "Manufacturer's Authorization" as per Section 4 Bidding Forms and the Manufacturer's Authorization must be original; and together with other supporting documents (such as Manufacturer Qualification Statement, etc.) required in the bidding document.
(3) All pending litigation and arbitration (if any) shall in total not represent more than (50%) of the Bidder's equity and shall be treated as resolved against the Bidder.
