3、Qualification Requirements For Bidder
Qualifications or Performance:1)The Bidder must be legally registered independent Legal Person, must provide the copy of Business License.
2)The domestic Bidder must have qualification like:(1)"Construction mechanical and electrical installation engineering professional contractor(Grade One)" as well as "Building decoration and decoration engineering professional contractor(Grade One)" together, or "General contracting of mechanical and electrical engineering construction(Grade One)"; all are issued by Housing and Urban-Rural department of Government. (2)Medical equipment business license. All the copies of qualification above shall be provided.
Overseas bidders, in the past 3 years (2015-2017), should have completed at least 1 similar projects (more than 4 million Euros or equivalent foreign currency) and provide related materials such as contract, acceptance certificate, etc., and at the same time must provide a letter of commitment that the contract will be implemented in accordance with the relevant laws and regulations of China's construction projects.
3)The project manager undertaking the project shall have registered construction division certificate(Level One at the national level, mechanical and electrical engineering or construction engineering). The copies of registered construction division certificate shall be provided. The foreign bidders shall provide their own corresponding project manager, it shall provide a signed resume with corresponding work experience of project manager and provide certification from project owner with signature and stamp.
4)Bidders should have ISO9001 series of quality management system certification, ISO14001 environmental management system certification and OHSAS18001 occupational health and safety management system certification, effective certification copies shall be provided.
5)The Bidder must have at least one(1) project under foreign government loan over the past 3 years (2015-2017) as follows: EUR 4 million (or USD 5 million). Required to provide copies of the Notification of Award, Signed Contract and other documentary evidence in the bid.
6)The bidder must demonstrate a minimum annual turnover over the past 3 years (2015-2017) as follows: CNY 150 million (or 20,000,000 EURO). Required to provide copies of the audited Annual Audit Report in the bid.
7)The Bidder must demonstrate that over the past 3 years (2015-2017), its financial condition is good, and its profits during every year have not been negative. No financial take over, freeze and bankruptcy status. Required to provide the copies of audited Annual Audit Report in the bid.
8)The bidder shall provide proof of credit line(not less than 2 million euros or 15 million yuan) issued by the bank. In order to prove once the bidder be awarded contract, it can meet the financial capacity to perform the contract. Required to provide proof documents of credit line from the bank in the bid.
9)The Bidder must provide an original commitment letter to confirm that it do not have cheat bid or serious default or major project quality issues over past 3 years (2015-2017).
10)All pending claims, arbitration, or other litigation shall represent in total not more than 50% of the Bidder's net worth. The Bidder's Net Worth is calculated as the difference between its total assets and its total liabilities.
