3、Qualification Requirements For Bidder
Qualifications or Performance:(a) Minimum average annual turnover is RMB 250 million within the last three years (2015, 2016 and 2017).
(b) The net cash flow (working capital) at the end of 2017 of the bidder should be not less than RMB 50 million or its equivalent in foreign currency.( Cash flow is calculated as current assets subtract current liabilities or bank certificates of deposit issued by the bank or the bank credit line which effective period after the completion date)
(c) The bidders shall have been successfully implemented at least two projects which were financed by foreign government loan or international finance institutions within P. R. China in last five years (since January 1, 2014). At least one of the above projects should include the content similar to this project, and the contract amount shall not less than CNY40 million or equivalent currency.
(d) Domestic Bidders should have the Import and Export enterprise qualification issued by the government authorities.
(e) The bidders' management system shall have been certified with the certificate of ISO9001 Management System.
