Overview:Puyang 2nd People's Hospital Construction and Equipping Project utilizing German Promotional Loan mainly consists of ward building civil engineering, medical equipment procurement, supporting public works and general plan engineering. Among them, the ward building includes 12 floors (12 floors above ground and 2 floors below ground) with a total floor area of 24,000m2, of which the ground floor area is 18,100m2 and the underground floor area is 59,000m2. The project also includes procurement of MRI 1.5T, 64 row CT and other equipment.
Source of Funds:The funds are in place. The People's Republic of China has received a loan from KfW toward the cost of Construction and Equipping Project for Puyang No.2 People's Hospital Financed with German Promotional Loan and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply of .Medical Equipment for Outpatient Building (Lot No.3).

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidder should be the independent legal entity registered in accordance with the law.
(2) The bidder's average annual turnover frommedical equipment and scientific laboratory equipmentfor the last 3 years(2015 – 2017) shall not be less than EUR 12 million per year.
(3) The bidder shall have continuously been in business for the past 5 years (from 2013 until present).
(4) The Bidder shall provide audit report issued by accounting firmfor the last THREE [3] years(2015-2017)to demonstrate the current soundness of the bidder's financial position and its prospective long term profitability. As a minimum, a Bidder's net profit shall be positive for each of the three years, and a Bidder's net worth calculated as the difference between total assets and total liabilities for each of the three years(2015-2017) should be no less than EUR 2 million.
(5) The bidder shall have successfully completed at least TWO[2]medical equipment supply contracts financed by Foreign Government Loan or international financing institution within the last three years (From October1st,2015 until September30th,2018), each with a value of at least EUR5million.
(6) If the bidder is from China, valid Medical Instrument Business Enterprise Permit shall be provided in thebid.
(7) Bidder shall not only commit to abide by Law of the People's Republic of China on Tenders and Bids and related implementing regulations, decree No. 1 issued by China Ministry of Commerce in 2014, and other laws and regulations on foreign government loan,but also obey the state laws, administrative regulations.
(8) All products and service provided under the contract shall be in conformity with regulation of "Guidelines for Procurement of Supply and Work Contracts under Financial Cooperation with Developing Countries" issued by KfW, and bidder shall guarantee that products and services provided have all necessary license of export.
(9) In the past five years (from 2013 until present), bidders have not committed any illegal activities or irregularitiesin bidding activities in foreign government loan projects.

1. The People's Republic of China has received a loan from KfW toward the cost of Construction and Equipping Project for Puyang No.2 People's Hospital Financed with German Promotional Loan and it intends to apply part of the proceeds of this loan to payments under the Contract for Supply of .Medical Equipment for Outpatient Building (Lot No.3).
2. CNCCC International Tendering Co., Ltd. (CNCCC) as the Procurement Agent and on behalf of Puyang No.2 People's Hospital (Purchaser) hereby invites sealed bids from eligible bidders for the Procurement of MedicalEquipmentforOutpatientBuilding(Lot No.3) under this project to be financed with the proceeds of loans provided by Germany through KfW. The tendering applies International Competitive Bidding (ICB) procurement procedure.
3. Scope of Supply:Medical Equipment for Outpatient Building, including MRI, CT, Color Doppler Ultrasound, Ventilator and etc. Please refer to the Equipment List in the Bidding Document for the details.
4. Qualification requirements (Unless otherwise specified, the currency is EUR.The other currency shall be converted to the EUR using the first sellingexchange rate published by the Head office of Bank of China on the date 7days prior to the bid submission deadline):
