3、Qualification Requirements For Bidder
Qualifications or Performance:1、Successful completion as main supplier within the last five years (2014-2018) of at least two contracts each with a value of no less than CNY 8 million or equivalent in other currency with nature of integrated urban drainage information system experiences, and at least one of above contracts should be completed and successfully operated for more than one year. The supply scope of above contracts or other contracts executed during the last five years (2014-2018) in combination should include water quality monitoring instruments and online automatic control system ？ 2、Bidder should have CMMI5 certificate Domestic Bidder should have information system integration certificate Grade II or above. The certificate shall be issued by Ministry of Industry and Information Technology of the People's Republic of China. Foreign bidders shall provide the equivalent documents from their respective jurisdictions. ？ 3、Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years(2015-2017) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth over the past three years calculated as the difference between total assets and total liabilities should be positive. ？ 4、Minimum average annual turnover of CNY 90 million (or equivalent) calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years(2015-2017). ？ 5、Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY11 million (or equivalent).
