3、Qualification Requirements For Bidder
Qualifications or Performance:1. Bidder's Qualifications
(1) In case of a domestic bidder, it must be an independent legal entity with the registered capital of no less than RMB 100 million Yuan and its registered time since establishment shall be no less than five (5) years (the registered date on business license shall prevail) and it shall be continuously in business during the last 5 years (2014-until present); in case of a foreign bidder, the bidder shall furnish business license or proof document demonstrating its legal registration status in its bid. Its registered time since establishment shall be no less than five (5) years (the registered date on business license/proof document demonstrating its legal registration shall prevail) and it shall be continuously in business during the last 5 years (2014-until present), and on its balance sheet, the amount "owner's equity" listed for the fiscal year ended 2017 shall be not less than EUR 2 million or equivalent value.
(2) The bidder shall have ISO9001 quality management system certification or the similar quality management system certification of equivalent level.
(3) The domestic bidder shall provide the copy of valid "Medical Instrument Business Enterprise Permit".
2. Bidder's Project Performance Record
During 2014 to 2018, the bidder shall have completed at least three (3) medical equipment supply projects within China financed by foreign government loan or international financing institutions with a minimum contract amount of not less than EUR 10 million (or equivalent value).
3. Bidder's Financial Situation
(1) The bidder shall provide original bank reference letter issued by the its bank of deposit within three (3) months before the bid submission deadline to certify its financial and credit status in its bid.
(2) The average annual turnover for medical equipment sales of the Bidder for the last three (3) years (2015-2017) is no less than EUR 15 Million or equivalent amount in other currency; profitability within the last three years proven by audited financial statements, and the minimum requirement is that the bidder's net worth for the last three (3) year shall be positive.
(3) The Bidder's proven availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which shall be at least EUR 2,000,000 or equivalent amount.
4. Other Requirements
(1) Bidders shall provide CFDA certificates for all medical equipment items unless otherwise the requirement of CFDA certificate for an item is waived in the bidding document. In case of the CFDA has expired, the Bidder shall present the receipt issued by administration department in order to prove that the application has been accepted.
(2) In the case of a bidder offering to supply goods which the bidder does not manufacture or otherwise produce, the bidder has been duly authorized by the goods' Manufacturer or Agent to supply the goods in this bidding project, the format of Manufacturer's Authorization and the Manufacturer's Authorization must be original; and together with other supporting documents required in the bidding document.
(3) The bidder shall have no any violation behavior from 2016 until present during international financial organization financed loan or foreign government funded loan project bidding activities; and the bidder shall be responsible for the compensations for delay of contract award or any other results caused by this matter.
(4) All pending litigation and arbitration (if any) shall in total not represent more than (50%) of the Bidder's equity and shall be treated as resolved against the Bidder.
