3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Qualification or performance requirement: refer to the bidding documents for the details:
(a)The bidder must be an independent legal entity registered in accordance with the law. The time of registration shall not be less than 5 years (counting backwards from the 3rd July 2019 or earlier as date of registration).A copy of valid Business License must be provided in the bid. Foreign bidder shall provide copy of valid business license or other documentary evidence of its legitimate registration in its bid. Its owner's equity of the previous year (2018) shall not be less than 2 million EURO or equivalent amount.
(b) Bidders who as General contractor should have at least 2 references of procurement of teaching equipment financed by foreign government or IFI within the last 5 years (1 June 2014 -31 May 2019), in which at least one project should be successfully completed and the contract amount of this completed project shall not be less than EUR 2 million (the price expressed in different currencies will be converted into EUR at the spot exchange selling price between the foreign currencies and EUR initially published by the Bank of China on said Contract signing date, the scanned copies of Final Acceptance Certificate, Contract and Notification of Contract Effectiveness shall be provided in the Bidding documents which at least should indicate the name of the project, contract amount, contact person &number.) The original of above documents shall be kept for future reference. (Note: copy of contract enclosed in the bid should include but not limited to the following pages: signing date of the contract, project name and description, contract amount and contract signatory)
(c) The average annual turnover shall not be less than EUR 2 milion or equivalent amount in RMB within the last 3 years (2016-2018) (the price expressed in different currencies will be converted into RMB at the spot exchange selling price between the foreign currencies and RMB initially published by the Bank of China before 7 days prior to the bid opening date), copies of audited report and audited financial statements are required to be provided in the bid.
(d) The Bidder shall provide valid quality management system certificate of ISO9001or equivalent certification;
(e) The bidder shall submit the original power of attorney of legal representative and the copy of ID of the authorized person (authorized person's original ID will be checked before bid opening);
(f) Bidders shall provide bank credit certificates issued by their depositary banks within two months prior to the bid opening date, which shall include the credit line of the project, and the credit line shall not be less than the total tender price.
(g) All parties involved in a procurement process financed under FC must ensure a fair and transparent competition and at least observe those ILO Core Labor Standards that have been ratified by the developing country. The bidder must provide a corresponding Declaration of Undertaking (Format can be found in Section 4 of the bidding documents). The Declaration of Undertaking must be signed in a legally binding manner by duly authorized representatives of the bidder and must bear the common seal of the bidder. Failure to submit this declaration or non-compliance with the requirements will lead to exclusion from the tender. In addition, the bidder is fully liable to the authenticity of the DOU and its bid shall be rejected should any inconsistency be found between the facts and the content of the DOU during the bid evaluation process.
(2) Joint Venture is not acceptable.
(3) Bidders not purchasing the bidding documents cannot bid.
