3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The Sole Bidder/All the partner of JV shall be an independent legal entity registered according to law. Foreign bidder shall provide a copy of Business License issued by the appropriate authority in their home countries; Domestic bidder shall provide a copy of Business License issued by Administration for Industry and Commerce, PRC and an import and export business permit issued by the relevant authority of PRC government;
(2) The Sole Bidder/Leading partner of JV's registered capital shall be not less than RMB 64 million yuan or Euro 8 million;
(3) The average turnover of the past three years (2016-2018) of the Bidder shall be not less than RMB 350 million yuan or the equivalent in Euro;
(4) The Sole Bidder/All the partner of JV shall provide the Audited Financial Statements including balance sheet, profit and loss statement and cash flow statement for the last 3 years (2016-2018), which shall prove the current soundness financial position and indicate prospective long-term profitability of the bidder;
(5) The Sole Bidder/Leading partner of JV shall provide the original of the bank reference, indicating the credit status and credit line not less than 2 times of the bid price, issued within 3 months before bid submission deadline by a reputable bank at least with the Bank's Branch level;
(6) The Sole Bidder/Leading partner of JV has completed one project, belonging to the same category as the above-mentioned projects and financed by loans from international economic organizations or foreign governments. (Provide Letter of Acceptance, Contract, Acceptance Certificate of Quality and contact person and number of the Purchaser);
(7) Domestic bidder or a domestic sub-contractor proposed by bidders for equipment installation or domestic partner of a JV for equipment installation shall have the qualification certificate of Grade I and above for General Contractor of Mechanical &. Electrical Engineering Construction or Grade I or above of General Contractor of Electric Engineering Construction; In the past three years (contract signing date from 2016-2018) they are executing or have successfully completed at least one contract of installation of biomass cogeneration power plant in the north of China, each with Contract amount not less than EURO 10 million (Copy of Notification of Award, first page and signature page of the Contract Agreement, final acceptance certificate etc., are required to be attached in the bid).
