3、Qualification Requirements For Bidder
Qualifications or Performance:i) Contractual Experience: Successful completion as main supplier within the last 3 years (from 2016 to the bid submission deadline), of at least 2 similar contracts, each valued not less than CNY 20 million or equivalent in other currency, with the contract scope of electric bus;
ii) Technical Experience: The Electric Bus Manufacturer () has sold an average annual minimum of 17000 sets of coach (including bus and Highway Passenger Cars)(()), which including at least an average annual sales of 2300 sets of electric bus () for the last three years (2016-2018).
iii) Production Capacity: The Manufacturer of electric bus should have at least 5 years of manufacturing electric bus.
iv) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2016-2018) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last 3 years (2016-2018) calculated as the difference between total assets and total liabilities should be positive.
v) Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 100 million, or equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2016-2018).
vi) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 15 million, or equivalent in other currency.
