3、Qualification Requirements For Bidder
Qualifications or Performance:(1)Minimum average annual turnover of RMB 250 million (or an equivalent amount in a freely convertible currency), calculated as total certified payments received for contracts in progress or completed, within the last three (3) years (2016-2018);(2) The net cash flow (working capital) at the end of 2018 of the bidder should be not less than RMB 50 million or its equivalent in foreign currency.( Cash flow is calculated as current assets subtract current liabilities or bank certificates of deposit issued by the bank or the bank credit line which effective period after the completion date);(3)Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years prior to the applications submission deadline, and with activity in at least nine (9) months in each year;(4)The bidders shall have successfully implemented at least three projects which were financed by foreign government loan or international finance institutions (from 2014 to 2019). Among the above mentioned contracts: at least one contract is similar to the central heating equipment supply and installation procurement project and the contract amount shall be not less than RMB 25 million or equivalent currency.;(5)The bidders shall have implemented contracts which are similar to the proposed project (from 2014 to 2019). The similar refers to the installation of natural gas boiler room or natural gas pipeline installation or heating pipeline installation etc. Each above mentioned contract amount shall be not less than RMB 5 million and the cumulative amount of these contracts shall not be less than RMB 25 million or the equivalent currency;Domestic Bidders:(6)Domestic Bidders should have the Import and Export enterprise qualification issued by the government authorities; (7) A bidder shall have municipal public engineering construction general contracting Grade I or above and effective certificate and Safety Production Certificate; (8) A bidder shall have special equipment installation, modification and repair certificate (pressure pipe GB1 (including PE special) and GB2); (9)A bidder shall have special equipment installation, modification and repair certificate (boiler installation Grade 1) or special equipment manufacturing license (boiler manufacturing level A); (10)A bidder shall have special equipment installation, modification and repair certificate (D I and D II pressure vessels) or special equipment manufacturing license (D I and D II pressure vessels) ; (11)The bidder's management system shall have been certificated of ISO9001 Management System.
