3、Qualification Requirements For Bidder
Qualifications or Performance:The minimum qualification and experience requirements of the eligible bidders includes, but not limited to: 1)The bidder shall have been registered not later than Dec. 31, 2008; 2) Acting as a Contractor, the bidder should have signed and implemented at least one (1) equipment procurement contract financed by foreign government loan and/or the International Financing Institution (IFI) in the past five (5) years (from 2014 to 1 May 2019). The contract value shall not be less than 5 million EURO in each. In addition, the contracts should have come into force and have been implemented. ; 3) The bidder shall have an average annual turnover of not less than EUR 20 million for the past three(3) years (since 2016 to 2018 );4) The bidder shall submit a certificate to be certified according to the relevant ISO 9000 /14001standards or equivalent; 5) Proven positive annual profitability within the last 3 years (2016-2018) for the respective bidder and as far as applicable its highest aggregated controlling entity; 6) The bidder shall provide a bank reference letter issued by its opening bank within three(3) months before the bid opening; 7) The bidder shall provide a bank credit certificate for this project issued by its opening bank or a provincial bank or above or a first class Bank in the World with the line of credit for this contract/package not less than 70 percent of the total bid price. 8) The bidder and/or its associated companies engaged in foreign government loans, shall not be circulated a notice of criticism, and/or have the experience of interruption or termination of the Contract.
