3、Qualification Requirements For Bidder
Qualifications or Performance:i) Average Annual Turnover: Minimum average annual turnover of CNY 145 million, or equivalent in other currency calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2016-2018).;
ii) Contractual Experience: The bidder has successfully completed at least two smart transportation contracts in the last 5 years (2014 to the deadline for bid submission), with each contract amount not less than 57 million RMB or other equivalent monetary amount. Each contract shall include at least 4 systems (including 4 systems) among: 1. the construction of hd electronic police system, 2. signal control system, 3. guidance display system, 4. video monitoring system and 5. traffic command center system.
iii) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2016-2018) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last 3 years (2016-2018) calculated as the difference between total assets and total liabilities should be positive.
iv) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 25 million, or equivalent in other currency.
v) Pending Litigation and Arbitration: All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50 percent of the Bidder's net worth calculated as the difference between total assets and total liabilities.
vi) Technical Experience: the bidder should possess: (1) Grade I Certificate of Electronic and intelligent engineering professional contract issued by related administrative department in charge of construction; (2) Capability Maturity Model Integration Level 5, CMMI5; (3) Grade III or above of Qualifications of Construction General Contracting Enterprises. A copy of qualification certificate with fresh seal shall be provided. The (1) (3) certificate requirements apply only to domestic bidders and (2) for both domestic and foreign bidders.
