3、Qualification Requirements For Bidder
Qualifications or Performance:Eligible bidders should have the following specific experience or capabilities:
i) Contractual Experience: Successful completion as main supplier within the last 3 years (up to the bid submission deadline), of at least 2 contracts, each valued not less than CNY 40 million that have been successfully or are substantially completed and that are complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
ii) Technical Experience: The Manufacturer shall have at least 5 years (up to the bid submission deadline) of production experience in Electric City Buses and the annual sales of Electric City Bus shall not less than 500 in the last 3 years (up to the bid submission deadline).
iii) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2016, 2017, 2018) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last 3 years calculated as the difference between total assets and total liabilities should be positive.
iv) Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 125 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2016, 2017, 2018).
v) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 12.5 million.
