3、Qualification Requirements For Bidder
Qualifications or Performance:Eligible bidders should have the following specific experience or capabilities:
i) Contractual Experience: Successful completion as main supplier within the last 5 years (from 2015 to the bid submission deadline), of at least 2 (two) contracts of electric bus supply, each valued at CNY 125 million or equivalent with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
ii) Technical Experience: The Bidder or Manufacturer shall demonstrate that the goods offered have been in production for at least 5 years and been sold a minimum of 15000 units of new energy coach etc. (including new energy buses and new energy Highway Passenger Cars) , which including at least an average annual sales of 800 units of electric buses of 10.5 m (similar to the specification) in total over the last 3 years; been in operation for a minimum of 3 years.
iii) Historical Financial Performance: Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years (2016-2018) to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last 3 years calculated as the difference between total assets and total liabilities should be positive.
iv) Size of Operation (Average Annual Turnover): Minimum average annual turnover of CNY 350 million calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2016-2018).
v) Cash Flow Capacity: Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 35 million.
