3、Qualification Requirements For Bidder
Qualifications or Performance:1)Bidders who act as General Contractor should have at least one reference of procurement financed by foreign government or international finance organization within the last 5 years (January 1, 2014 till now). The scanned copies ofcontract, and Final Acceptance Certificate shall be provided in the Bidding documents.
2)Bidders who act as General Contractor should have at least two references of procurement related to informatization project with a minimum contract amount of not less than CNY 10millionor equivalent foreign currency within the last 5 years (January 1, 2014 till now). The scanned copies ofcontract, and Final Acceptance Certificate shall be provided in the Bidding documents.
3)The bidder must have a stable IT project management, software development and maintenance team. During construction period and quality assurance period, the project site service team must be no less than 30 people, andhas at least 5 PMP project managersand 1 ITIL Service Engineer which has passed the ITIL Foundation Certificate in IT Service Management. The scanned copies of certificate and the social security certificates of the certificate holder in the bidder for nearly half a year shall be provided in the Bidding documents. The original of above documents shall be kept for future reference.
4)The bidder has passed CMMI-DEV.v.1.3 certification of maturity level 3 or above. The scanned copies of the certificate shall be provided in the Bidding documents. The original of the certificate shall be kept for future reference.
5)The bidder has passed ISO 20000 IT Service Management Systems Certification. The scanned copies of the certificate shall be provided in the Bidding documents. The original of the certificate shall be kept for future reference.
6)The bidder has passed ISO 27001 Information Security Management Systems Certification. The scanned copies of the certificate shall be provided in the Bidding documents. The original of the certificate shall be kept for future reference.
7)Submission of audited financial statements or, if not required by the law of the Bidder's country, other financial statements acceptable to the Purchaser, for the last 3 years to demonstrate the current soundness of the Bidder's financial position. As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should not beless than CNY 50 million or equivalent foreign currency.
8)Proven positive annual profitability by audited financial statements or, if not required by the law of the Bidder's country, other financial statements within the last 3 years for the respective Bidder and as far as applicable its highest aggregated controlling entity. Bidders are required to make profits for two consecutive years in the past three years.
9)The average annual turnover shall not be less than CNY40million or equivalent foreign currency within the last 3 years (2016-2018) (theprice expressed in different currencies will be converted into RMB at the spot exchange selling price between the foreign currencies and RMB initially published by the Bank of China 7 days prior to the bid opening date), copies of audited report and audited financial statements are required to be provided in the bid.
10)Proven availability of or access to cash, cash equivalents and lines of credit and other finances sufficient to meet cash flow requirement which is CNY 30 Million or foreign currency equivalent amount.
11)The bidder must be an independent legal entity registered in accordance with the law. Domestic bidder's registered capital shall be no less than CNY 50 million or foreign currency equivalent amount.
