3、Qualification Requirements For Bidder
Qualifications or Performance:Qualifications requirements include: (1) Minimum average annual turnover of CNY 100 million calculated as total payments received by the Bidder for contracts completed or under execution over the last Three (3) years (Year 2016-2018); (2) Successful completion as main supplier within the last Five (5) years (Year 2014-bid's submission), of at least One (1) pump station equipment supply contract in which the value of pump station equipment should be no less than CNY 40 million or equivalent in other currency; (3) Details for technical experience and production capacity requirements please refer to the Bidding Documents; (4) As a minimum, the Bidder's net worth for the last year calculated as the difference between total assets and total liabilities should be positive; and (5) Availability of or access to liquid assets, lines of credit, and other finances sufficient to meet cash flow requirement which is CNY 30 million.

1. The People's Republic of China has received financing from the Asian Development Bank towards the cost of Anhui Huainan Urban Water Systems Integrated Rehabilitation Project, Part of this financing will be used as payments under contract No. HN-BZ-E07: Equipment for Ni River Central Pump Station.
2. China International Tendering Co., Ltd (the Procurement Agent), authorized by implementing agency Huainan Municipal Nihe Project Construction and Management Office (HMNPCMO) (the Purchaser), now invites sealed bids from eligible bidders for the supply of goods and related services: equipment for Ni River central pump station, including pump, motor, roll-over flap valve, hydraulic adjusting device of blade, transformer, etc. Delivery period is: 1) Contract Goods all equipment except 2 water pumps and 2 electric motors shall be delivered by the end of April 2020; 2) 2 water pumps and 2 electric motors shall be delivered by the end of September 2020. Please refer to bidding documents for details.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedures and is open to all Bidders from eligible countries as described in the Bidding Document.
4. Interested eligible bidders may obtain further information from Procurement Agent (email address and contact person as shown below) and inspect the Bidding Documents at the address given below during 9:00~11:30 and 13:30~16:00 (Beijing time) on weekdays, excluding holidays starting from September 23, 2019.
5. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the Procurement Agent's address below and upon payment of a nonrefundable fee of CNY1,200 or USD 170. The method of payment will be cash, check or direct deposit to (Bank Account Name: China International Tendering Co., Ltd; Bank: Head Office of Bank of China; Bank Account No.: 778350010653). At the written request of the bidder, the bidding documents may be sent be courier, for an additional fee of CNY50. No liability will be accepted for loss or late delivery.
7. Bids must be delivered to the address below at or before 10:00 a.m. (Beijing time), November 12, 2019. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 10:00 a.m. (Beijing time), November 12, 2019. All bids must be accompanied by a bid security as described in the Bidding Document.
