3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The Bidder must be an independent legal entity registered according to law. For domestic bidders of China, in the bid documents shall provide the legal person business license annually inspected to be qualified, tax registration certificate, organization code certificate, etc. (or the latest certificate with these three certificates in one). For overseas bidders (excluding overseas branches of domestic companies), in the bid documents shall provide the business license.
(2) The core supplier (wastewater treatment equipment) provided by the bidder shall have Grade II or above qualification certificate of Environmental Protection Engineering Professional Contracting.
(3) The Bidder's registered capital shall not be less than RMB 50 million yuan or the equivalent in foreign currency (the exchange rate shall be calculated based on the date of the announcement).
(4) The Bidder shall submit the original of letter of authorization issued by the Legal Representative and the copy of the ID card of the authorized person (the copy of the ID card of the authorized person shall be checked before bid opening).
(5) The average turnover of the past three years for the Bidder shall not be less than RMB 50 million yuan or the equivalent in Euro, and the balance sheets and income statements of last three years (2016-2018) shall be provided.
(6) The Bidder shall provide the original of the bank credit certificate issued within 3 months before the deadline for the submission of the bid, and the line of credit of a single bank shall not be less than RMB 30 million yuan or the equivalent in Euro.
(7) The Bidder shall successfully implement at least two projects using foreign government loans or international financial organization loans over the past five years (2014 to now), and one of the contract amounts shall not be less than 25 million RMB or Euro Equivalent. The bid-winning notice and the copy of the contract (provide original for verification) of a similar project and the contact information of the Project Owner shall be provided in the bid.
