Overview:The Guizhou Education University has applied financing from KfW toward the cost of the Construction of a Teaching and Research Base and Engineering Training Center Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Construction of a Teaching and Research Base and Engineering Training Center Equipments Lot 4.
The Guizhou Education University now invites sealed Bids from eligible Bidders for Procurement of Construction of a Teaching and Research Base and Engineering Training Center Equipments Lot 4.
Bidding will be conducted by means of the International Competitive Bidding procedure with qualification as specified in KfW's Procurement Guidelines ("KfW Guidelines").

3、Qualification Requirements For Bidder
Qualifications or Performance:1. Provided the effective copies of business licenses;
2. Provided the copies of financial documents:
A. Should continue to carry out business in the past five years (from the year of 2015 till now);
B. The average annual turnover of the company in the past three years (2016-2018) is not less than 25 million Euros (if the audit period of foreign bidders is later than that of domestic bidders, the same nature of information will be provided as proof documents in 2015-2017); profits should be maintained in the past three years;
C. The net assets in 2018 are not less than 5 million euros. Provide relevant enterprise registration documents and audited balance sheets, profit and loss statements and cash flow statements for 2016-2018 as proof (if the audit period of foreign bidders is later than domestic time, provide the same nature of information for 2015-2017 as proof documents);
D. Bidders shall provide certificates of credits of not less than 5 million euros or equivalent amount issued by their depositary banks. (The non-Euro amount will be converted to the daily benchmark price announced by the People's Bank of China 28 days before the deadline for bidding)
3. Performance:
Bidders should have at least three foreign government loan or international financial organization loan projects experiences in the past three years (from the year of 2017 till now). One of these projects must be a foreign government loan project with a contract value of not less than 12 million euros or equivalent amount (non-euro amount will be converted by the Daily benchmark price announced by the People's Bank of China 28 days before the deadline of bidding). Copies of the home page, price page and signature page of the contract with the bidder's seal shall be provided in the tender documents as proof. (Original for reference)
4.The original certificate of creditworthiness issued by the bidder's bank within three months before the opening of the tender or a copy of the original certificate.
5.Other Certificates of Qualification:
A. The power of attorney of the legal representative;
B. Bidders shall provide valid ISO9000 series certification or quality management system certificates of the same grade.
