3、Qualification Requirements For Bidder
Qualifications or Performance:1. Lot 1,2 of this project accept manufacturer's authorized bidding, Lot 3,4,5 and Lot 6 accept manufacturer's authorized bidding or distributor 's authorized bidding. If the equipment is not manufactured by the bidder, the bidder shall provide the original equipment manufacturer's authorization and manufacturer's Qualification Statement (for lot 1,2); the original equipment manufacturer's authorization or authorized distributor's authorization and manufacturer's or authorized distributor's qualification statement according to the template of authorization letter in the bidding document; if the authorization letter is issued by the equipment distributor A copy of the power of attorney issued by the equipment manufacturer to the Distributor shall be attached (for lot 3, 4, 5 and 6). (For the detailed list, please refer to " Schedule of Requirements " in Section VIII "Schedule of Requirements and Technical Specifications"). 2. The average annual turnover of the bidder in the past three years (2016-2018), that is, the average annual turnover of the completed contract or the executing contract, shall not be less than:Lot 1: CNY 16 million;Lot 2: CNY 7.5 million;Lot 3: CNY 8 million;Lot 4: CNY 13 million;Lot 5: CNY 10 million;Lot 6: CNY 5 million. 3. The bidder, as the supplier, has successfully completed at least one supply contracts of similar nature to the project since 2016, and the contract amount of one contract is not less than:Lot 1: CNY 6.4 million (or equivalent price in foreign currency);Lot 2: CNY 3 million (or equivalent price in foreign currency);Lot 3: CNY 3 million (or equivalent price in foreign currency);Lot 4: CNY 5 million (or equivalent price in foreign currency);Lot 5: CNY 4 million (or equivalent price in foreign currency);Lot 6: CNY 2 million (or equivalent price in foreign currency). 4. If the goods for bidding come from the outside of the territory of the People's Republic of China, the domestic bidders shall have the record registration form of import and export enterprises; 5. The Bidder must demonstrate that it does not has a negative net value for three years (2016-2018) prior to the closing date of this tender; 6. The Bidder must provide supporting document that proves that it has available sources of funds in addition to the advance payment under the Contract, such as current assets, barrier-free real estate, credit line and other financial resources, in order to meet the following requirements: the cash flow must be no less than 50% of the bidding quotation; 7. The total value of all outstanding financial claims, non-arbitrations or other proceedings of the Bidder must not exceed 50% of its net asset. The net asset of the Bidder is the difference between its total assets and total liabilities; 8. Others: Lot 1:1)The Bidder should have ISO9001 series certifications or equivalent certificate;2)The manufacturer of the product "mixed reality spray simulator" should have ISO 9001 quality management system certification and ISO 14001 environmental management system certification;3)The manufacturer of the product "industrial robot application training equipment, virtual debugging software and industrial robot application programming course resource pack" shall be certified by ISO 9001 quality management system and ISO 14001 environmental management system;4)If it is indicated in the bidding documents that software copyright certificates and intellectual property rights certificates need to be provided, corresponding or equivalent certificates shall be provided. Lot 3:1)The bidder should have ISO 9001 quality management system certification and ISO 14001 environmental management system certification;2)The products "computer interlocking system software, BTM simulation software, LEU simulation software, CBTC system, shaft meter system, station fire FAS system, ventilation and air conditioning BAS system" should have the software copyright certificate or equivalent certificate.
