[购买标书] 2012-01-11 机电产品招标投标电子交易平台中化国际招标有限责任公司受招标人（青海盐湖工业股份有限公司）委托对下列产品及服务进行国际公开招标。现邀请合格投标人参加投标。
1.招标产品的名称和技术参数：
耐火材料、钢部件
98镁块标准-物理特性：体积密度≥2900 kg/m3，显气孔率≤16%，常温耐压强度≥35 MPa
98镁块标准-化学特性：氧化镁MgO≥96.0%，石灰CaO<1.0%，二氧化硅SiO2<1.0%，石灰:二氧化硅CaO:SiO2>1.0
高铝耐火砖-标准物理性能：体积密度≥2750kg/m3，显气孔率≤20.5%，常温抗压强度≥70 MPa，常温抗折强度≥10MPa，在1500°C时的永久线性变化≤+2.5%
高铝耐火砖-标准化学特性：氧化铝Al2O3 77.5% to 82.5%，氧化硅SiO2<17.5%，氧化铁Fe2O3≤1.5%
资格业绩要求：
①投标人应提供制造商售后服务承诺函；
②投标人须提供各种资质证书的复印件：如营业执照、经营许可证、制造许可证等（由投标人代表签字或盖章）；
③投标人须提供开户银行在开标日前三个月内开具的资信证明的原件或该原件的复印件（复印件须由投标人代表签字或盖章）；
④投标人须提供制造商的ISO9001体系或同等质量管理体系认证证书（复印件须由投标人代表签字或盖章）；
⑤投标人须提供制造商对投标货物质量保证期的承诺书，承诺其提供的投标货物的质量保证期限（自质量保修期满之日起算）为货物的合理使用寿命周期。（复印件须由投标人代表签字或盖章）；
⑥投标人近五年（2007年至今）在国内外至少有5项针对不同用户的耐火材料销售业绩。投标人须在投标文件中提供业绩清单（包括用户名称、联系方式（中国用户）、购置时间、货物型号等信息），并提供能够证明其销售情况的书面材料（包括但不限于合同复印件（封面、合同标的及签字页），并由投标人代表签字或盖章，否则不予认可）。
⑦招标服务费承诺书。
2.招标文件售价：每套2,000.00元人民币或350.00美元。文件售后不退，邮购须另加100.00元人民币或50.00美元。
3.购买招标文件时间：2012年1月12日起至2012年2月8日，每天08:30至16:30（北京时间，节假日除外）。
4.购买招标文件地点：北京市西城区复兴门外大街A2号中化大厦一楼大厅西侧。

1.Name and technical parameters of the bidding products:
Refractory and Steel Components
98% Magnesia Brick-Typical Physical Properties：Bulk Density≥2900 kg/m3, Apparent Porosity≤16%, Cold Crushing Strength≥35MPa.
98% Magnesia Brick-Typical Chemical Properties：MgO≥96.0%，CaO<1.0%，SiO2<1.0%，CaO:SiO2>1.0
High Alumina Brick-Typical Physical Properties：Bulk Density≥2750 kg/m3, Apparent Porosity≤20.5%, Cold Crushing Strength≥70 MPa, Cold Modulus of Rupture≥10 MPa, Permanent Linear Change at 1500°C≤+2.5%
High Alumina Brick-Typical Chemical Properties：Al2O3 77.5% to 82.5%, SiO2<17.5%, Fe2O3≤1.5%
Qualification and Achievement requirements for the bidder:
①Guarantee of After-sale Service by Manufacturer
②The bidders should provide various of copies of qualification certificates: such as business licence, business certificate manufacturing licence (the signature or sealing by the representative of bidders is needed);
③The bidders should provide a bank reference letter in original or its copy issued by their account banks within 3 months prior to the time of bid opening. (The copy needs to be signed or sealed by the representative of bidders );
④The bidder should provide manufacture’s ISO9000 certificate or equivalent quality management certificate (if it is a copy, the bidder’s representative’s signature or seal will be needed.);
⑤The bidder should provide a commitment issued by the manufacturer stating the bided goods’ quality guarantee period; the commitment should also state that the quality guarantee period is considered as the same period for the goods running well (the quality guaranteed period is counted from the date the warranty expires). The commitment must be sealed or signed by the bidder or bidder’s representative.
⑥Regarding to the bided products, the bidder should provide a list of at least 5 sales contracts of refractory within 5years since 2007 (with different clients all over the world) detailed with the information of customers’ names, contacts details (for Chinese customers), purchase date, material names and etc., as well as any document which could support the sales achievement or the copy of certificate issued by the customers that could prove their products usage. (The copy of the contract which supports the sales achievement needs to be signed or sealed by the representative of bidders).
⑦Payment Guarantee For Service Charge For Bidding
2.Price of Bidding Document: RMB 2,000.00 or USD 350.00 for one complete set of package. Bidding Document is non-refundable (if mail order, with additional RMB 100.00 or USD 50.00).
3.Time for obtaining Bidding Documents: From January, 12th, 2012 till February, 8th, 2012 during the period 08:30–16:30 (Beijing Time) every day (excl. holidays).
