3、投标人资格要求
投标人应具备的资格或业绩:1）资质要求：
Qualification？requirement:
A. 投标人必须是具有独立法人资格的低温球阀（8"-18"）制造商或代理商。
独立法人资格要求：关境内投标人应提供有效的营业执照、组织机构代码证、税务登记证或三证合一营业执照等。关境外投标人应提供有效的独立法人证明，以证明投标人具有独立法人资格。
Bidder shall be manufacturer？or authorized agent designated by manufacturer with the qualification of？independent legal entity of Cryogenic Ball Valve（8"-18"）.
Bidder from within the PRCCustoms Territory shall provide valid business license, Organization CodeCertificate and tax registration certificate or integrated business license？combined above three certificates. Bidder from outside the PRC CustomsTerritory shall provide valid independent legal entity certificate.
B. 代理商要求：如果投标人所投的货物不是投标人自己制造的，投标人应得到货物制造商的同意以及证明其在本次投标中唯一提供该货物的正式授权书。
If the goods is not？manufactured by bidder, the bidder shall obtain the only legal official？authority of the manufacturer that the bidder could provide the goods for the？bid in China.
C.投标人应提供阀门制造商的以下三类认证有效证书复印件，且所有证书认证的制造商名称应与其所提供业绩的制造商、此次投标货物的制造商一致：
The bidder shall provide？copies of the three type certifactions of the manufacturer when bidding, andt？he name of the certificates shall be the same with the manufacture of？References and the manufacture of the bidding Goods:
（1）压力设备认证证书：制造商应具有中国国家质监局颁发的特种设备制造许可证（A2(2)级）、特种设备型式试验证书和压力设备(PED)认证证书中的至少一种，且所有证书均应在有效期内；
Pressure equipment？certification：The manufacturer should？have at least one certificate through the Manufacturer license of Special？Equipment People’s Republic of China issued by General Administration of？Quality Supervision (Certificate level for cryogenicvalves:A2(2)),Certificatefor Type Test of Specific Equipment and certificate for pressure equipment（PED）, and the？certification should be within the period of validity.
（2）防火认证证书：制造商应具有API607或API 6FA或ISO10497防火证书，认证机构应为Lloyd's、BV或DNV等，且认证范围要包括本次投标所提供的类型（球阀）、口径（16"）及压力等级（1500LB）范围；
Fire safe certification：Vendor should provide API 607 or API 6FA or ISO10497 fire test？certification offered by Lloyd's, BV, DNV , etc. The certification should coverall valve type（ball valve）, size(16”) and pressure class （1500 LB）in thisproject.
（3）低泄漏认证证书：阀门必须具备可靠的外密封性能，应至少达到TA-LUFT或ISO 15848-1的要求，并提供相关测试的TA-LUFT证书或ISO 15848 PART 1的认证。
Leakage certifaction：Valves shall have a reliable outside sealing performance and meet？the requirements of TA-LUFT or ISO 15848-1. VENDOR shall provide TA-LUFTcertificate or ISO 15848 PART 1.
2）财务要求：投标人应提供2016-2018年审计机构出具的财务审计报告及经审计的财务报表，包括资产负债表、现金流量表、利润表。
Bidder shall submit？2016-2018 audited financial？report issued by auditing agency, including balance sheets, cash flow？statement, profit statement.
2016-2018年的年平均净资产：不低于等值2000万元人民币；
Average net assets of last three years (from 2016 to 2018): notless than RMB 20,000,000 Yuan or equivalent;
2016-2018年的年平均资产负债率：小于0.85。
Average asset-liability ratio of last three years (from 2016 to2018): less than 0.85.
3）业绩要求：
Requirementsof performance:
（1） 制造商自2009年1月1日至投标截止之日（合同签署时间）至少具有2座LNG接收站（规模不小于200万吨/年）唇式密封深冷球阀运行业绩，其中至少具有尺寸≥12"且磅级≥1500LB的深冷球阀，且上述业绩中至少有一项合同包括至少3台尺寸≥14"且磅级≥900LB深冷球阀，且上述业绩中尺寸≥8"的深冷球阀累计不少于10台。
From January 1, 2009 to the？deadline for submission of bids（accordingto the date of contract signature）, the manufacturer shall have performance of？operating Lip sealed cryogenic ball valves in？at？least？two？LNG receiving terminals (no lessthan 2 million tons/year), among them there is at least one 12" and above？and 1500LB and above LNG cryogenic ball valve， and among them there is at least one contract of which has noless than 3 sets 14" and above and 900LB and above LNG cryogenic ball？valves，and among them the？manufacturer’ accumulated number of 8" and above LNG receiving terminals？cryogenic ball valves shall not be less than 10 sets.
（2）投标人须提交有效的业绩表和相关证明文件（“1.合同复印件相关章节”和“2.用户使用证明或用户调试报告”。如前述1和2无法体现接收站名称和规模，须提供其它证明接收站名称和规模的公开发行文件”）。业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及类型（唇式密封深冷球阀）、装置名称及规模（LNG接收站，不小于200万吨/年）、供货数量、阀门尺寸、磅级。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述业绩信息，均视为无效业绩。
Bidders shall submit valid？performance？statements and relevant supporting documents (“1. Relevant chapterscopies ofcontract”and “2. User's on-site commissioning report or user'scertificate ofuse”. If the above item 1 and 2 can not prove the name and scale of LNG？receiving stations, the bidder shall provide other public document to prove thename and scale of LNG receiving stations).The relevant？documentary evidencemust embody at least the？following contents: the signing time of thecontract,the name of the goods, the type of the goods (Lip sealed cryogenicballvalves), the name and scale of the unit (LNG receiving stations no lessthan2million tons per year ), the quantity of goods supplied, the size and？class ofvalve. Failure to submit a relevant documentary evidence for their reference orfailure to verify the above information will be regarded as invalid？performance.
同时，如果提供的业绩使用地未处于中国境内时，除上述证明材料外，投标人还需提供第三方检验机构出具的相关报告（例如出厂检验报告、制造过程检验报告或证明业绩真实性的报告，该类第三方检验机构应为BV、DNV、劳氏等国际知名机构）。
If the performance is outside？PRC Customs Territory, the bidder shall additionally provid the relevant？certification by a third authority (such as factory inspection report,？manufacturing process inspection report or orther doucument to prove the？performance is true, and the certification authority shall be Lloyd's, BV orDNV or orther internationally renowned authority.)
（3） 投标人所报的本次招标低温球阀（包括阀门本体、主要部件）的原产地和制造商应与所提供业绩中的低温球阀（包括阀门本体、主要部件）原产地以及制造商一致，且所投本次招标低温球阀（包括阀门本体、主要部件）应在其原产地工厂进行生产和检验，不得委托加工。
The original place and？manufacturer of cryogenic ball valves(including the valve body and maincomponent) of the bidder’s quotation shall be in accord with the original placeand manufacturer of the cryogenic ball valves(including the valve body and main？component) of the offered performance. And the cryogenic ball valves(includingthe valve body and main component) of the bidder’s quotation shall be？manufactured and tested in the plant of the original place, OEM is forbidden.
4）质量要求：制造商应提供ISO9001质量管理体系认证证书，且证书在有效期内。代理商投标时应提供所代理的产品制造商的ISO证书。
Manufacturer shall have theISO9001 quality management system certification and the certificate is valid.The agent shall have the ISO certificate of the product manufacturer.
业主保留按ITP要求直接从中国派遣第三方检验人员对任一重要质量控制点（如阀门主要胚件生产厂、阀门主要部件加工厂、阀门部件组装厂、阀门测试厂等）进行见证性检验的权利。
The purchaser reserves the？right to send third-party inspector from China to witness inspection of any？important quality control point(such as valve main roughcast manufacture plant,valve main parts manufacture plant, valve main parts assembly plant, valvetesting plant and so on) according to the ITP.
