3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人须按招标文件第一册第四章格式IV-9.资格证明文件格式的要求填写和提交有关资料。
Bidders should fill in and provide relevant materials in accordance with the requirements of Format IV-9 in Section 4.
（2）投标人必须为制造商. 如为进口产品，允许制造商直接授权的代理商参与投标, 投标人需提供制造商或专利商具有重整氢气（低温）脱氯剂独立知识产权的证明。
Bidder must be the Manufacturer itself or directly authorized Agent
（3）如为代理商投标：
If as an Agent:
1) 须为制造商在中国大陆总代理或长期代理（提供总代理或长期代理协议书/授权书），同时须提供制造商对本次投标出具的唯一正式授权书；；
2) 投标人在当地依法登记注册的时间距开标之日须满三年，并提供营业执照等注册登记的有效证件复印件；
The Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
3) 开标之日前三年内，投标人须具有此次投标产品（与授权书制造商品牌一致）至少两个不同年份的销售业绩，并提供相应证明其销售业绩的合同复印件或用户证明，并由投标人代表签字或盖章；
The bidder shall have sales performance for same products in two different years within three years from the bid opening date. Copies of the contract / purchase order or end user certification evidencing its sales performance should be provided and signed or sealed by the Bidder;
(4) 投标人开户银行在开标日前三个月内开具的资信证明的原件或该原件的复印件（由投标人代表签字或盖章）。
The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).
(5)第八章中要求的其他合格的资格证书
Other Qualification and Achievement requirements stipulated in Section 8.
