3、投标人资格要求
投标人应具备的资格或业绩:（1）资格要求
Requirements for Qulification of？Bidder
A. 如果投标人为境内注册公司，需提供有效的营业执照（具备独立法人资格）、一般纳税人证明/税务登记证、组织机构代码证或三证合一营业执照的复印件，并加盖公章（以上所有证明文件在年审有效期内）；
A. If the Bidder is domestic registered company, photocopies with Bidder’s official seal of valid business license(with independent legal person qualification), general taxpayer prove/tax registration certificate, organization code certificate or the business license of a three certificates shall be provided(all documents within the validity period);
B. 如果投标人为境外注册公司，需提供有效的公司登记注册证明；

C. 投标人所投产品制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
C. The？manufacturer of the products offered by the bidder shall pass ISO9001？Certification,？and the Bidder？shall provide valid Certificate？of Quality？Management System？Certification.
D.投标人应为所投货物的制造商或授权代理商。如果投标人是代理商，则须提供制造商有效授权书。
D.The bidder shall be the manufacturer or agent of bid goods. If the bidder is an agent, it shall provide a valid Letter of Authority from Manufacturer.
（2）业绩要求：
Requirement？for Bidder reference:
1) 2016年1月1日至投标截止日，投标人所投产品应具有应用于海洋工程或码头类项目，且满足护舷产品结构形式为单块护舷防冲板上连接多个橡胶件并固定在码头或海上结构物上，橡胶件高度H尺寸及垂向受力不小于本项目技术要求（H为1200mm、单个橡胶件垂向设计载荷188吨）的护舷货物运行业绩（运行业绩时间为投入运行时间或调试验收时间）。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：无价销售合同复印件（含相关技术附件）等证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同首页、签字页、项目名称（应用于海洋工程或码头类项目）、货物名称、产品结构形式（单块护舷防冲板上连接多个橡胶件并固定在码头或海上结构物上)、橡胶件高度、垂向受力,并提供用户出具的投入运行证明文件或用户出具的调试验收文件。用户出具的投入运行证明文件或用户出具的调试验收文件应体现运行时间或调试验收时间。未提交业绩证明文件，或所提供的业绩证明文件未体现上述信息的，均视为无效业绩。
From January 1, 2016 to the deadline for bid submission, the bidder_EpSingleQuotes_s products shall have at least one set applied to marine engineering or wharf projects, and the structural form of fender products. The structural form is that a single fender anti-collision plate is connected with multiple rubber parts and fixed on the wharf or offshore structure.These products’ height size H and design load shall not be less than the product purchased in this project(H is 1200mm,single rubber cell design load is 188T) ,the operation performance time is the operation time or commissioning acceptance time.
Bidder？shall？furnish？reference List in given form, and provide corresponding documentary evidence. The？documentary evidence shall？include but not limited to: copies of？the priceless？sales contract (including technical attachments)and other supporting materials. . The？evidence documents provided by Bidder shall as least demonstrate the contents as follows:contract home page, signature page, project name (applied to offshore engineering or wharf projects), name of goods ，product structure form (multiple rubber parts are connected on a single fender anti-collision plate and fixed on the code head or offshore structure),height of rubber parts,design load to be supplied, acceptance documents issued by users or other documents that can prove successful application. The acceptance documents issued by users shall reflect the acceptance time. If the performance documents are not submitted, or the performance documents provided do not reflect the above information, the performance shall be regarded as invalid.
