3、投标人资格要求
投标人应具备的资格或业绩:（1）投标人必须是自主合法技术专利拥有者。2012年1月1日至今，投标人应具有中国关境内单线30万吨/年及以上规模管式法EVA装置在运行或在建工程业绩1套。并提供合同复印件及使用厂家联系方式，以便核查。以上在建工程业绩包括所有正在施工、正在设计或已召开启动会的项目
Bidder must be legal patent owner of technology. From January 1, 2012 to now, the bidder shall have the performance of one set of Tubular EVA unit in operation or under construction with the scale of single line 300Kt/a and above within China Mainland. A copy of the contract, the name and contact number of the person in charge of the user unit shall be provided for verification。The above performance of under construction include all projects that are under construction, process package design or have held kick-off meetings
(2) 投标人须提供各种（合格有效的）资质证书的复印件：如营业执照、经营许可证等；
Bidder should provide the printed version of various valid qualification certificates, such as business license and operation license, etc (The copy must be signed or sealed by the bidder).
(3) 投标人开户银行在开标日前三个月内开具的资信证明的原件或该原件的复印件（由投标人代表签字或盖章）。
The Bidder shall provide the bank reference letter issued within three months prior to the date of bid opening in original or its copy (The signature or sealing by the respective of bidders is needed).
（4）提供2018年至2020年的财务会计报表，如果投标人是股份有限公司的分公司（或科研院所），可以只提供资产负债表、现金流量表、利润表的复印件，加盖投标人公章。
Provide Financial Status Reports for the years from 2018 to 2020. If the bidder is a branch of a limited company (or a research institute), financial reports can be limited to duplicates of balance sheet, cash flow statement, and income statement. Bidding Company’s stamp is required on the reports.
(5) 信誉要求： Requirements for reputation
5.1在最近3年内未发生重大设计质量问题。
No major design quality problems have occurred in the last three years.
5.2未被工商行政管理机关在全国企业信用信息公示系统（www.gsxt.gov.cn）列入严重违法失信企事业名单。
It has not been included in the list of serious illegal and dishonest enterprises and institutions by the administrative department for Industry and Commerce in the national enterprise credit information publicity system (www.gsxt. Gov.cn).
5.3未被最高人民法院在“信用中国”网站（www.creditchina.gov.cn）列入失信被执行人名单；未被中国执行信息公开网（http://zxgk.court.gov.cn/）列入失信被执行人名单。

(6) 提供的PDP文件交付进度要求：PDP初版文件可分批次提供，全部交付时间不得超过开工会后的6个月，其中支持压缩机采购的关键设备数据表，交付时间不得超过开工会后的2.5个月；
