A．如果投标人为境内注册公司，投标人需提供合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；
如果投标人为境外注册公司，需提供有效的公司登记注册证明；
A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined？certificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.？投标人应为本次投标所投产品的制造商或者授权代理商。如果投标人是代理商，则须提供制造商有效授权书（授权书格式见第一册 第四章？IV-9-4 ）；如投标人为制造商同一集团负责销售投标所投产品的全资子公司、控股子公司（投标人应提供制造商或其上级公司证明上述事项的证明文件），则视投标人为制造商。不能再将此货物同时授权给其他投标人参与投标，否则相关的所有投标将被拒绝。同一产品制造商和代理商同时参与投标，应当否决该制造商和代理商的投标。
The bidder shall be the manufacturer or agent of the bidding？products.？If the bidder is an agent, a valid Letter of Authority from Manufacturer shall be provided（see the format in the Volume I Section IV 9-4）.If the bidder is a wholly-owned subsidiary or holding？subsidiary of the same group as the manufacturer responsible for sales of？the bidding products, the bidder shall provide relevant evidence documents from？the manufacturer or its superior company to prove the above matters, and in such case the bidder shall be deemed as the manufacturer. The bidding product produced by different factories of the manufacturer with the same brand shall be accepted. The bidding？goods cannot be authorized to other bidders to participate in this bidding at the same time, otherwise all related？bids will be rejected. If the manufacturer and agent bid the same products at the same time, both of the manufacturer and agent shall be rejected.
投标文件中提供制造商授权书的中标候选人，应在中标候选人公示后 3个工作日内将制造商授权书原件（签字或人名章或公章均须为原件，不接受扫描打印文件）送达招标人联系人进行核验，对于国外制造商授权书原件，投标人提前准备以满足核验原件期限要求。投标文件中提供的制造商授权书可在制造商官方网站上查询并核验一致的或纸质投标已递交制造商授权书原件的，可免于送交原件核验。核验结果不一致的，将按照提供虚假投标资料处理；未能在规定期限内提供原件的，将视为不如实提供材料处理。上述两类情况将取消中标候选人资格及中标资格，并按照中国海油相关制度规定给予禁用等处理。
The winning candidates who provide the Manufacturer's authorization letter in the bidding documents shall deliver the original of the Manufacturer's authorization letter (the signature, personal seal or official seal must all be the original. Scanned or printed documents shall be rejected) to the contact person of the tenderer for verification within 3 working days after the public announcement of the winning candidates. For the original authorization letter from the foreign manufacturer, the bidder should prepare it in advance to meet the deadline requirement for verification of original. The manufacturer's authorization letter provided in the tender documents can be searched and verified on the manufacturer's official website. If the original manufacturer's authorization letter has been submitted in the paper tender, it is not necessary to submit the original for verification. If the verification results are inconsistent, it shall be deemed as providing false bidding materials. Failure to provide the original documents within the prescribed deadline shall be deemed as false provision of materials. The above two types of situations will result in the disqualification of the winning candidate and？the winning bid qualification, and will be dealt with in accordance with the relevant regulations of CNOOC, such as being banned.

（2）资质要求Qualification Requirement
投标产品制造商应取得覆盖本次投标产品（18台偏心旋转阀的型号、口径和压力等级）且有效的TSX《特种设备型式试验证书》。
Bidder shall provide manufacturer's ？“Special Equipment Type Test Certificate” within the validity period. The approval scope of the certificate shall covers the scope of this bidding？（mode, calibration, pressure of the 18 sets eccentric rotary valve）.？
（3）业绩要求Requirement for Bidder's reference:
2015年1月1日至投标截止日（以合同签署时间为准），投标人所投产品的制造商在中国境内至少具有1个应用于聚碳装置，满足单个合同供货数量不少于10台的气动偏芯旋转阀供货业绩，且此单个合同中至少1台气动偏芯旋转阀的阀体尺寸不小于12寸。
同一集团全球范围内不同制造商（即同一集团旗下的全资子公司或控股子公司或制造工厂）制造的偏芯旋转阀的业绩，视为投标人所投偏芯旋转阀的制造商的业绩；投标人应提供说明函，说明本次所投偏芯旋转阀的制造商与满足上述业绩要求的产品制造商属于同一集团。
From January 1st, 2015？to the deadline for submission of the bid (subject to the signing time of the contract), the manufacturer of the bid pneumatic eccentric rotary control valve？shall have？at least one？supply contracts？performance？of pneumatic eccentric rotary control valve？for？PC？Plant？within P.R.China, and each supply performance contract shall include at least 10？pneumatic eccentric rotary control valves, with at least one set of the body size no less than 12？inches .
The performance of the eccentric rotary control valve？submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the？eccentric rotary control valve？submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the eccentric rotary control valve？submitted in this bid and the manufacturer of the eccentric rotary control valve？meeting the above performance requirements belong to the same group.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、装置名称、货物名称（偏芯旋转阀）、阀门尺寸、阀门型式（气动）、阀门数量及到货验收材料。到货验收材料包含但不限于：发票复印件、验收单、入库单或用户证明等（以上内容至少提供一项）。
若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下提供1个或以上的订单及与订单对应的到货验收材料均算为1个有效业绩。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract and 2) acceptance evidence of goods delivery. The？reference evidence documents furnished by？Bidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods(Eccentric Rotary Control Valve),？valve size, valve type(pneumatic), quantity？and？acceptance certificate.？For the acceptance certificate shall include but not limited to: the copy of invoice, an inspection certificate, warehouse warrant, or statement of end-user ( at least one of them to be provided).
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence？under the same annual agreement is considered as one valid performance.
如果投标人是代理商,除提供上述所投产品制造商的业绩外，还应额外提供至少1项2022年1月1日至本次投标截止日期间的代理同一制造商集团阀门的销售业绩，并提供相关业绩证明文件。业绩证明文件包括但不限于销售合同复印件，至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、制造商名称、代理商名称、货物名称。未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均视为无效业绩。
In addition to the performance of the bidding goods of the manufacturer, If the bidder is an agent, the bidder？shall？have sales performance of valve of the same manufacturer？group？from January 1st, 2022 to the deadline of the bid submission date, and provide corresponding documentary evidence.
