一、项目背景
I . Project background
广州国际航空产业科技创新城项目，选址位于广州市白云区老白云机场地块范围内（含火车站南航酒店地块），总用地面积约 450 亩，总投资额约 200 亿，旨在依托南航自由的产业资源，导入航空创新产业，承接复合功能业态，营造产研居一体的高品质空间，吸引高端人才入驻，打造成为全国航空产业新引擎、大湾区城市更新新典范和广州城市形象新地标 。
Guangzhou International Aviation Industry Science and Technology Innovation City Project is located in Guangzhou Baiyun District within the scope of the former Baiyun Airport plot (including the China Southern Airline Railway Station Hotel), with a total land area of 450 mu, total investment of about 20 billion yuan. The project aims to rely on the free industrial resources of China Southern Airlines, introduce aviation industry innovation, bridge composite functions, build high-quality space which integrates production, research and living, attract top talents, and become a new engine of China’s aviation industry, a model of updates in the Guangdong-Hong Kong-Macao Greater Bay Area, and a new landmark of Guangzhou.
二、概念规划范围及工作内容
II . Scope and contents of work of conceptual planning
( 一 ) 本次概念规划范围
(1) Scope of the conceptual planning
广州市白云区老白云机场地块范围内（含火车站南航酒店地块），东至云城东路，南至飞翔公园，西至机场路，北至齐心路。总用地面积约 450 亩，详见附件 4 、附件 5 范围示意图。
Within the former Baiyun Airport plot in Baiyun District, Guangzhou city (including the China Southern Airline Railway Station Hotel plot), it reaches East Yuncheng Road in the east, Feixiang Park in the south, Airport Road in the west and Qixin Road in the north. The total land area is about 450 mu. Please refer to Appendix 4 and 5 for land schematics.
（二） 第一名竞赛人工作内容
(2) Contents of work of conceptual planning
完成调规前的概念规划方案，包括但不限于：综合各优秀竞赛方案及评审意见、根据政府部门及建设单位要求进行概念规划方案深化，完成整体概念策划，在过程中配合建设单位同政府沟通，编制沟通方案，并最终完成广州国际航空产业科技创新城概念规划方案。对控规调整方案编制单位进行方案交底、方案审核与提供修改意见等配合服务，并对本项目后续设计工作进行指导。工作分概念规划方案竞赛和深化方案两个阶段，具体内容详见资格预审文件正文。
Complete the conceptual planning before rule adjustments, including but not limited to: conduct conceptual planning deepening according to the requirements of government departments and the construction unit and taking into consideration all excellent competition plans and evaluation opinions, complete the overall conceptual planning, cooperate with the construction unit with the government in the process of communication, prepare communication schemes, and finally complete the conceptual planning of Guangzhou International Aviation Industry Science and Technology Innovation City Project. Provide supporting services such as plan disclosure, plan review and modification advice to the formulation entity of the control regulation adjustment scheme, and provide guidance for the follow-up design work of the project. The project is divided into two stages: conceptual planning competition stage and plan deepening stage. The work cycle and specific contents are detailed in the body of the prequalification document.
三、竞赛申请人资格要求
III . Qualification requirements of competition applicants
（一） 竞 赛申请人 具有独立法人资格（包括在中国境内 ( 含港澳台地区 ) 、境外依法注册的企业法人），且合法存续，没有处于被吊销营业执照、责令关闭或者被撤销等不良状态。
(1) The applicant is an independent legal representative (including enterprise legal representatives legally registered in China, including Hong Kong, Macao and Taiwan, as well as overseas), and is legally existing. It shall not be in a poor state of having its business license cancelled, being ordered to close or being revoked.
（二） 竞 赛申请人 须具有相应的 城乡规划 设计经验与相关业绩 ，须至少提供 201 0 年 1 月 1 日 起 至报名截止时间 止 已完成国际或国内代表性城市的市区项目概念规划方案且已实施的项目相关业绩一项 。
(2) The applicant shall have relevant planning and design experience and performance and shall at least provide his or her urban project conceptual plan of a representative international or domestic city which has been implemented from January 1, 2010 to the deadline for application.
【注】：已完成概念规划且已实施项目，须提供其合同关键页复印件或成果文件关键页复印件 或其他证明文件， 能反映 项目 类型 、时间、地点、规模、特点等情况；可采用包括但不限于 已竣工建筑物（ 或 园区 或片区 ）或正在建设中项目 的实景 照片或 第三方 网页截图、政府批准项目文件或公示的网页 截图或其他可证明的材料来证明竞赛申请人规划且已实施项目；如无证明材料支持则无效；境内单位各项资料应加盖其公章和由法定代表人或授权代表的签字，境外、中国港澳台地区单位各项资料须根据其司法辖区的法律规定签章或签名。以联合体报名参赛的，可由联合体主体单位签字或盖章。
【 Note 】 : for conceptual planning projects that have been implemented, the applicant shall provide supporting documents such as key pages of the relevant contract or outcome document etc., which reflect such information as project type, duration, location, scale, features and so on. The relevant evidential documents include but are not limited to r eal-world photos or third-party web page screenshots of the building (or park/zone) which has been completed or is under construction, project approval documents issued by the government, screenshots of publicity web pages or other supporting documents, so as to prove that the applicant has planned and implemented such project. Applications not supplemented with such supporting documents are deemed invalid. Entities in mainland China shall affix to all documents the official seal of the competition applicant and the signature of the legal representative or authorized representative. Overseas entities and entities from Hong Kong, Macao and Taiwan of China shall affix their seals or signatures in accordance with the laws and regulations of their jurisdictions. For applications as consortiums, the leading entity of the consortium shall affix its signatures or seal.
（三） 单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时报名参与本竞赛项目 。
(3) If the person in charge of the entity is the same person or different entities with shareholding and management relations, they shall not sign up for the competition project at the same time.
（四） 本次国际竞赛不接受 以个人名义参与报名。
( 4 ) Individual entries are not accepted in this international competition.
（五） 本次国际 竞赛 接受 联合体报名。组成联合体的单位不得超过 2 家，须按要求提交联合体参赛协议书，且以联合体的形式报名参赛的各联合体成员均应满足上述（一） ~ （四）要求。
( 5 ) The international competition accepts the application of consortiums. There shall be no more than 2 entities in one consortium, and an Competition Participation Agreement for Consortiums shall be submitted as required, and the members of the consortium who sign up for the competition in the form of consortium shall meet the above (1)-(4) requirements.
【注】
以联合体形式参与的，须提交共同签署的联合体参赛协议书原件，并明确联合体主体单位。联合体双方不得再单独或与其他概念规划机构（或单位）组成联合体参与本次国际竞赛报名。

In case of participation in the form of consortium, the original Competition Participation Agreement for Consortiums shall be signed by all entities involved, and the leading entity of the consortium shall be clearly specified. Neither entity of the consortium shall apply by itself nor form a consortium with other conceptual planning entities to participate in the application of this international competition.
四、正式竞赛人的确定及补偿方案
IV . Determination of official competitors and reimbursement plan
（一）竞赛召集人组建资格审查委员会，在报名截止后组织资格审查。资格 审查 委员会通过综合审查竞赛申请人提交的竞赛申请文件，确定不超过 6 家（含）的正式竞赛候选人，经竞赛召集人审批确定正式竞赛人。正式竞赛人 购买竞赛文件 ， 编制并按照规定时间提交参赛文件 。
(1) The convenor of the competition shall form a qualification review committee to conduct qualification review after the deadline for application. The Qualification Review Committee shall, through comprehensive review of the competition application documents submitted by the competition applicant, determine no more than 6 (including) candidates for the formal competition, and determine the official competitors upon review and approval by the competition convenor. The official competitors shall purchase the competition documents, prepare and submit the competition documents before the prescribed deadline.
（二）概念规划方案竞赛成果 奖励或 补偿 ：

在方案竞赛阶段，竞赛召集人组建 的 评审委员会对每个竞赛人提交的 参 赛文件进行评审、排名：
In the planning competition stage, a review committee formed by the competition convenor will review and rank the documents submitted by each competitor:
A ．给予排名第一的竞赛人 参赛方案奖励 及深化整合费用（含竞赛服务费）合计 RMB4,500,000.00 元（ 大写： 人民币肆佰伍拾万 元整 ）（含税）。
A. The champion will be awarded the competition plan reward and deepening integration fee (including the competition service fee), totaling RMB 4,500,000.00 yuan (In the capital form of a Chinese numeral: RMB four million and five hundred thousand yuan only) (tax included).
B ．给予排名第二名、第三名 的 竞赛人补偿金各 RMB1 ， 000,000.00 元（ 大写： 人民币壹佰万 元整 ）（含税）。
B. The runner-up and the third runner-up will be reimbursed RMB 1 , 000,000.00 yuan (In the capital form of a Chinese numeral: RMB one million yuan only) (tax included).
C ．给予排名第四名～第六名 的 竞赛人补偿金各 RMB500,000.00 元（ 大写： 人民币伍拾万 元整 ）（含税）。
C. A reimbursement of RMB 500,000.00 yuan (In the capital form of a Chinese numeral: RMB five hundred thousand yuan only) (tax included) will be given to the 4th~6th place competitors.

【 Explanation 】
1 ）上述 参赛方案 奖励及深化 整合费用和 补偿 金均 由竞赛召集人中国南方航空股份有限公司支付。
1) The rewards for competition plans and deepening integration fees and reimbursements will be paid by the competition convenor, China Southern Airlines Co., LTD.
2 ） 第一名竞赛人 参赛 方案奖励 及深化整合费用 包含后续方案深化 、 协助建设单位完成调规等相关工作 （见本公告第二条工作内容）的 工作费用 和本次竞赛服务费。
2 ) The reward for competition plans and deepening integration fee of the champion of the competition will include costs for work such as subsequent plan deepening and assisting the construction unit in the rule adjustment etc. (see Section II of this Notice: Contents of Work), as well as the competition service fee.
第一名竞赛人 在正式竞赛结果公示结束之日起 5 个工作日内向 竞赛 代理机构 一次性支付竞赛服务费 RMB 6 0, 5 00 .00 元 （ 大写： 人民币 陆 万 零伍佰元整 ） 。
The champion shall pay the competition service fee of RMB 60,500.00 (RMB sixty thousand and five hundred yuan only) to the competition agency in a lump sum within 5 working days after the official competition result announcement.
3 ） 本次竞赛正式竞赛人参赛方案知识产权条款见本公告第八条。
3 ) For the clauses of the intellectual property rights of the applicants’ competition plan, please refer to Section 8 of this notice.
4 ）报名但未成为正式竞赛人的，不获得竞赛补偿 金；或成为正式竞赛人但未参与方案竞赛的， 不获得竞赛补偿 金。
4) Those who register but do not become official competitors will not receive the competition reimbursement. Those who become official competitors but do not participate in the planning competition will not receive the competition reimbursement.
5 ）经方案竞赛阶段评审委员会评审后认为未满足竞赛要求的方案，竞赛人不能获得竞赛补偿金。
5) If the plan fails to meet the requirements of the competition after being reviewed by the planning competition evaluation committee, the competitor shall not receive the competition reimbursement.
五、竞赛报名
V . Competition application
（一）报名时间
(1) Application time
凡 符合报名条件并 有意向参加本次竞赛的单位，请于 2020 年 7 月 20 日 9:00 -2020 年 7 月 29 日 17:00 期间报名。逾期报名，概不受理。
For eligible entities interested in participating in this competition, please register between 9 a.m., July 20, 2020 and 5 p.m., July 29, 2020. Late application submission shall not be accepted.
（二） 报名方式
( 2 ) Application methods
方式一： 竞赛申请人须在报名时间截止前将报名 文件 邮寄到 或直接送到以下报名地址。以竞赛代理机构签收报名资料时间为准，逾期抵达的报名文件概不受理。

Method 2: The applicant must scan the application documents in PDF formats before the deadline, send it to the application email address nhjlztb@163.com in the form of electronic files and inform the Competition Agency via phone calls of the application during office hours of the application period. The date of receipt of application documents by the receiving email shall prevail. Late arrival of application documents will not be accepted.
（三） 报名 文件

报名文件包括竞赛申请人营业执照复印件、报名表及相关支持性材料（详见附件 1 ）、联合体协议（如有）（详见附件 3 ）；境内单位应加盖竞赛申请人公章和由法定代表人或授权代表的签字，境外、中国港澳台地区单位须根据其司法辖区的法律规定签章或签名。以联合体报名参赛的，除《联合体协议》必须联合体各方分别按要求进行签字或盖章外，报名文件其他涉及签字或盖章处均可由联合体主体单位签字或盖章。
The application documents shall include a copy of the business license of the applicant, the application form and relevant supporting documents (see Appendix 1 for details), as well as the. Entities in mainland China shall affix the official seal of the competition applicant and the signature of the legal representative or authorized representative. Overseas entities and entities from Hong Kong, Macao and Taiwan of China shall affix their stamps or signatures in accordance with the laws and regulations of their jurisdictions. For applications as consortiums, all entities of the consortium must affix their signatures or seal to the Competition Participation Agreement for Consortiums as per required, and the leading entity of a consortium may affix its signature or seal to the rest of the application documents where required.

The competition prequalification notice of this project is released on China Procurement and Bidding Website (http://www.chinabidding.com.cn/), China Southern Airlines Procurement and Tendering Website (http://www.csbidding.com.cn/) and China Tendering and Bidding Public Service Platform (http://www.cebpubservice.com) at the same time, and the project is open to applications from well-known conceptual planning institutions (or entities) and consortiums in and out of China.

1. 竞赛申请人按上述规定提供的所有材料均须是简体中文。 1. All materials provided by the Competition Applicant according to the above provisions must be in simplified Chinese.
2. 竞赛召集人在按约定向正式竞赛人支付竞赛补偿金后，正式竞赛人享有本次参赛方案的署名权，并在征得竞赛召集人书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其参赛方案。竞赛人应将与其参赛方案有关的知识产权转让给竞赛召集人。竞赛召集人可以在本项目规划或后续设计中使用正式竞赛人的参赛方案。同时，竞赛召集人还可将参赛方案印刷、出版和展览，可通过传播媒介、专业杂志、书刊或其他形式评价、展示，宣传参赛方案。竞赛召集人以及正式竞赛人均不得将参赛方案用于本项目以外的任何项目。
2. After the Competition Convenor pays the Competitor the reimbursement as agreed , the Competitor will be entitled to the right of authorship in the Works submitted for this competition, and with the written approval of the Competition Convenor, the Competitor may evaluate and present its Works through medias, professional magazines, books or in other forms. The Competitor shall transfer the intellectual property rights related to the Works to the Competition Convenor, who may use the Works in the planning of this project or further design. Meanwhile , the Competition C onven o r may also print, publish and exhibit the Works , or evaluate and present the Works through medias, professional magazines, books or in other forms. The Competition Convenor and the Competitor shall not use the Works in any project other than this one.
3. 竞赛成果应由 竞赛申请人或正式 竞赛人原创。若因方案涉及第三方知识产权或其他合法权益引起法律纠纷的， 竞赛申请人或正式 竞赛人须自行承担一切责任和后果。
3. The Works shall be personally created by the Competition Applicant or Competitor. If a legal dispute arises due to involving the intellectual property rights or other legitimate rights and interests of a third party in the Works , the Competition Applicant or Competitor shall undertake all liabilities and consequences.
4. 因 竞赛申请人或正式 竞赛人侵犯他人知识产权或其他合法权益给竞赛召集人或第三方带来的损失， 竞赛申请人或正式 竞赛人须承担全部赔偿和法律责任。
4. For any losses brought to the Competition Convenor or any third party due to infringement of the intellectual property rights or other legal rights and interests of others by the Competition Applicant or Competitor, the Competition Applicant or Competitor shall make full compensations and assume all legal liabilities.
5. 竞赛召集人不知道 竞赛申请人或正式 竞赛人侵犯他人知识产权或其他合法权益，使用其送交的成果给第三方带来的损失，由 竞赛申请人或正式 竞赛人承担全部赔偿和法律责任。
5. If the Competition Convenor is not aware of fact that the Competition Applicant or Competitor has infringe d the intellectual property rights or other legal rights and interests of other s , and brings losses to a third party when using the Works submitted , the Competition Applicant or Competitor shall make compensations for all losses and assume the resulting legal liabilities.
6. 竞赛申请人或正式 竞赛人从 竞赛 代理单位或竞赛召集人获得的文件资料应妥善保管，不得泄露，也不得用于本次竞赛活动以外的任何场合。因文件资料泄露等情况 给竞赛召集人 所带来的损失 ，竞赛申请人或正式 竞赛人须承担赔偿责任和法律责任。
6. The documents and materials obtained by the Competition Applicant or Competitor from the Competition Agen cy or Competition Convenor shall be kept properly and shall not be disclosed or used for any other purpose other than this competition. For any loss suffered by the Competition Convenor due to disclosure of such documents and materials, the Competition Applicant or Competitor shall make compensations and assume the resulting legal liabilities.
7. 本次竞赛及相关的一切文件适用的法律为中华人民共和国 大陆地区 法律。本次报名和竞赛活动将在公平、公正、公开的原则下进行。如有纠纷， 双方 将按中国法律、法规 、规章 ，通过友好协商 解决，协商不成的，任何一方有权把纠纷提交中国广东省广州仲裁委员会，依据该会届时有效的仲裁规则进行仲裁，仲裁地点为广州，仲裁裁决具有终局性，对双方均具有法律约束力 。
7. The laws applicable to this competition and all documents concerned shall be the mainland laws of the People's Republic of China. Th e application and competition activities of this project will be organized and developed in the principles of fairness, justice and openness. Any dispute arising from or in connection with this competition will be resolve d through friendly negotiation in accordance with Chinese laws, rules and regulations. If the negotiation fails, either party has the right to submit the dispute to Guangzhou Arbitration Commission in Guangdong Province, the People ’ s Republic of China for arbitration in accordance with the current arbitration rules of this commission . The pl ace of arbitration is in Guangzhou . The arbitration award is final and legally binding on both parties.
8. 竞赛申请人或正式 竞赛人提交的所有文件概不退还。

9 . 竞赛召集人及竞赛代理机构对本次竞赛资格预审工作享有最终解释权。

Appendix 3 : Competition Participation Agreement for Consortiums

联合体参赛协议书
Competition Participation Agreement for Consortiums
（ 甲公司名称）、（乙公司名称）愿意组成联合体，参加广州国际航空产业科技创新城项目概念规划方案国际竞赛活动，现就有关事宜订立协议如下：
(name of company A) , (name of company B) are willing to form a consortium in the participation of the International Competition for Conceptual Planning of Guangzhou International Aviation Industry Science and Technology Innovation City Project. We hereby enter into the following agreement with regards to the relevant matters:
1 、（甲公司名称）为联合体主体单位，（乙公司名称）为联合体成员； 1. (name of company A) is the leading entity of the consortium, and (name of company B) is the member of the consortium;
2 、联合体内部有关事项规定如下：
The relevant internal matters of the consortium are prescribed as follows:
（ 1 ）联合体由主体单位负责与方案竞赛组织单位联系；
( 1) The leading entity of the consortium shall be responsible for communicating with the organizing entity of the competition;
（ 2 ）竞赛工作由联合体主体单位负责，由双方组成的竞赛小组具体实施；
( 2) The leading entity of the consortium shall be responsible for any competition related work, and the competing team composed of both entities shall be responsible for specific joint implementation of such work;
（ 3 ）联合体将严格按照方案竞赛文件的各项要求，递交竞赛申请文件和方案竞赛成果，切实执行一切合同文件，共同承担合同规定的一切义务和责任，同时按照内部职责的划分，承担自身所负的责任和风险；
( 3) The consortium shall comply with all requirements stipulated in the competition documents, submit competition application documents and planning competition outcomes, faithfully implement all contractual documents, jointly undertake all contractual responsibilities and obligations, as well as undertake each entity’s own responsibilities and risks as per the segregation of internal responsibilities at the time.
（ 4 ）如中选，联合体内部将签订协议书，各自按协议规定负责工作 : 主体单位（甲公司名称）承担 （工作范围、内容），占总工作量的 ％，联合体成员（乙公司名称） 承担 （工作范围、内容），占总工作量的 ％；此协议书作为与方案竞赛组织单位所签合同的补充内容。
( 4) Once shortlisted, the consortium shall sign an internal agreement and prescribe duties to be undertaken by each entity: the main entity (name of company A) shall be responsible for (work scope and contents), which is % of the total workload, and the consortium member (name of c ompany B) shall be responsible (work scope and contents), which is % of the total workload; and such agreement shall serve as a supplementary document for the contract signed between the consortium and the planning competition organizing entity.
（ 5 ）竞赛工作以及联合体在中选后工作过程中的有关费用按各自承担的工作量分摊。
( 5) The related costs involved in competition participation and work to be done after being shortlisted shall be borne by each entity of the consortium according to their respective workload.
3 、 本协议书自签署之日起生效，在上述 2 （ 4 ）的联合体协议书签订后自行失效。
3 . This agreement shall be effective as of the date of signing, and shall automatically expiry after the signing of the Competition Participation Agreement for Consortiums as mentioned in 2(4) above.
4 、本协议书一式 份，送交方案竞赛召集人一份，联合体成员各执一份。
4 . The agreement shall be in copies, of which one copy shall be submitted to the planning competition convenor and each consortium member shall hold one copy.
