3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidders must be manufacturers or authorized suppliers with legal personality from the People's Republic of China or countries or regions with normal trade relations with the People's Republic of China; (2) Bidders must have the license of the People's Republic of China for the production/operation of medical devices; (3) Bidders must register on the electronic trading platform for bidding and tendering of Mechanical and electrical products. And effective annual inspection; (4) Bidders need to provide the national medical device registration certificate (CFDA certification) of the bidding products; (5) Bidders in customs territory have not been included in the list of discredited executees, parties involved in major tax violations, and records of serious violations of trust in government procurement since 2016. (6) Require bidders to submit similar equipment without quality accident records in the past three years, and bidders without any bad deeds or other bad records that violate business ethics (including the invalid questioning of bidders published on the China International Tendering Network, which has accumulated more than two times in six months and more than three times in one year). (7) If the person in charge of the unit is the same person or different suppliers with direct holding and management relationship, they shall not participate in government procurement activities under the same contract of the project. Providers who provide overall design, standardized preparation or project management, supervision and testing services for the project shall not participate in the procurement activities of the project.
