Overview:International Competitive Bidding of Sinochem Energy Quanzhou Base Industrial upgrading Project Pressure and Differential Pressure Transmitter framework Agreement.
(1) FF protocol: 49 sets of flow differential pressure transmitter, 42 sets of liquid level differential pressure transmitter, 38 sets of pressure transmitter, 13 sets of differential pressure transmitter, 2 sets of electronic remote sensor.
(2) HART protocol: 419 sets of flow differential pressure transmitter, 595 sets of liquid level differential pressure transmitter, 442 sets of pressure transmitter, 84 sets of differential pressure transmitter.
(3) The latest trumpeter operator of TREX, with a total of 3 sets and 1 set of three valve sets.
This framework agreement is applicable to the industrial upgrading project of Sinoenergy Quanzhou Base (260,000 tons/year acrylonitrile project 850,000 tons/year whole plant saturated liquefied gas separation project, 140,000 tons/year EVA device renovation project, etc.) and the production inspection and maintenance, technical transformation and technical measures project of Sinochem Quanzhou Petrochemical Co., Ltd.

3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder has a valid business license (domestic bidder)/business license certificate (foreign bidder).
2) The bidder shall comply with the following provisions: Two or more legal persons whose legal representative is the same person shall not bid at the same time; The parent company and its wholly owned subsidiary and/or holding company shall not participate in the tender at the same time.
3) The bidder should provide original document of bank reference letter or copy issued by the bidder's account banks within 3 months prior to bid opening date.
4) Bidders shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.
5) Reputation requirements:
A. From January 1, 2019 till now, the bidder has not been included in the list of seriously illegal and trust-breaking enterprises or in the abnormal business directory in the national enterprise credit information publicity system, and has not been included in the list of persons subject to enforcement for trust-breaking in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platforms at all levels;
Supporting materials: The bidder shall provide screenshots of "National Enterprise Credit Information Publicity Platform" (http://www.gsxt.gov.cn) and "Credit China" (www.creditchina.gov.cn), affixed with the official seal of the bidder and bound in the bid document.
B. From January 1, 2019 till now, the overseas bidder has no bad performance record or serious quality problem in China; otherwise, the bid will be rejected, and relevant information shall be provided;
C. The bidder is not listed in the supplier blacklist of Sinochem Holding Co., LTD., Sinoenergy Co., LTD., Sinochem Quanzhou Petrochemical Co., LTD. (The list shall be subject to the bidding deadline).
6) The bidder must be the manufacturer of the invested products (including the manufacturer of the invested products or the parent company, subsidiary or joint venture company of the group, the bidder shall provide corresponding supporting materials or relationship explanation letter).
7) Certification requirements: The bidder (or the manufacturer of the invested products) shall have effective quality management system (ISO9001 or GB/T19001 certificate) and environmental management system certification (ISO 14001 or GB/T 24001);
Supporting materials: The bidder shall provide a copy of the corresponding certificate affixed with the official seal of the bidder and bound in the bid document;
8) Performance requirements: The manufacturer of the bidder's invested products shall have the sales performance of 1000 sets of pressure/differential pressure transmitters (including FF and HART) in the newly-built ethylene project of 800,000 tons/year or oil refining project of 10 million tons/year or above;
Certification materials: copies of entity contract or user certificate (with user seal or user contract seal) shall be provided as performance certification materials. The supporting documents shall reflect the date of contract signing, scope of supply, type and scale of the device, be stamped with the official seal of the bidder and bound in the bidding documents. The performance quantity of the same project shall not be calculated repeatedly, and the unclear copy of the contract or not provided shall be deemed as invalid performance.
Note: The tenderer and the bid evaluation committee reserve the right to review the original. If the above qualification certificate, performance and related information are found to be false, the bid will be rejected.
