3、Qualification Requirements For Bidder
Qualifications or Performance:(I) The bidder shall be a legally established enterprise (able to bear
legal responsibilities and be financially independent), and the bidder
within the territory shall provide business license, organization code
certificate, tax registration certificate or three-in-one business license;
The overseas bidder shall provide the corresponding legal and valid
certification documents (copy with official seal or signature by the person
in charge); If the bidder's goods are not manufactured by the bidder, the
valid authorization letter issued by the manufacturer shall be provided
for direct authorization; if the bidder is not directly authorized by the
manufacturer, the valid authorization letter of the manufacturer's domestic
level agents shall be provided.

3.2 The bidder shall not be included in the list of persons subject to
enforcement for trust-breaking, parties to major tax law cases, and
records of serious illegal and trust-breaking behaviors of government
procurement (see Treasury [2016] No. 125 for details). Screenshots of

"Credit China" (www.creditchina.gov.cn) and China Government Procurement
website (www.ccgp.gov.cn));
3.3 The bidder shall present the certificate of no bribery criminal record
