Overview:Guangxi Liuzhou Water Affairs Investment Group Co., Ltd. intends to construct the advanced treatment project of Baisha WWTP, the main content is to upgrade the existing sewage treatment plant with a treatment capacity of 180,000 m3/d to the first-level A standard (GB18918-2002), including civil engineering, equipment supply, installation and commissioning. The contract duration is 510 calendar days (including civil works, goods, installation, test runs and commissioning of the plant) plus 2 years of defects liability period.
Source of Funds:Funds for this project has been put in place.

3、Qualification Requirements For Bidder
Qualifications or Performance:I. Performance requirements:
1. In recent 10 years (from 2013 to the bidding deadline, subject to the completion and acceptance time), the bidder as the contractor who has successfully undertaken at least two processing capacity of more than 80,000 cubic meters / day (including 80,000) municipal wastewater treatment plant or water supply plant projects for construction, expansion or upgrading in China, which should include the general contract of civil engineering, supply and installation at the same time. The contract value of a single project shall not be less than Euro 14 million (other currencies shall be converted from the spot exchange selling rate of Euro to other currencies first issued by the head office of Bank of China 14 days before the bid opening date, that is November 3, 2023). And at least one (1) of the contract performances is financed by International Financial Institution or Foreign Government Loan.

2.In recent 10 years (from 2013 to the bidding deadline, subject to the completion and acceptance time), the bidder as the contractor who has successfully undertaken at least one civil construction contract and two supply contracts with processing capacity of more than 80,000 cubic meters / day (including 80,000) municipal wastewater treatment plants or water supply plant projects for construction, expansion or upgrading in China. The contract value of a single project shall not be less than Euro 7 million (other currencies shall be converted from the spot exchange selling rate of Euro to other currencies first issued by the head office of Bank of China 14 days before the bid opening date, that is, November 3, 2023). And at least one (1) of the contract performances is financed by International Financial Institution or Foreign Government Loan. (If a bidder was involved in a same project with several contracts, then the contract value can be accumulated under this project).

II. Qualifications requirements:
1.For Bidders within PRC, it shall be equipped with following valid qualifications and certificates:
(1)Non-JV bidders or member of JV who undertake civil works must have the General Contracting Qualification of Municipal Utilities Engineering – Grade I (or above) issued by the construction administrative department;
(2) Non-JV bidders or member of JV who undertake equipment installation works shall have the General Contracting Qualification of Electromechanical - Grade I issued by the construction administrative department;
(3) The member of undertaking civil works and equipment installation shall have Safe Production License.
Overseas bidder must have office or branch office in China, and provide corresponding certificate.
2.For all Bidders, it shall be equipped with following qualifications:
(1)ISO9000 quality management system certification (ISO9000/9001/9002)
(2)Environmental protection system certification (ISO14001)
(3)Professional health and safety management system certification, or other certifications of the same level.
III. Personnel requirements:
See Part 6.5 of Section 6 "Employer's Requirements" in the bidding documents for details.
IV. Financial requirements:
1. (1) Audited financial statements (including statement of financial, income statement and statement of cash flows, etc.) for the last three (3) years (2020-2022) to demonstrate the average annual turnovers of the Bidder for the last three (3) years (2020-2022) is no less than 60 million euros; the Bidder's net worth for the last three (3) year shall be positive; (2) For requirements on joint venture or other detailed requirements, please see Section 3 of bidding documents.
2. The bidder shall provide a copy of working capital certificate or bank credit certificate issued by commercial bank for this project within three months before the bid opening date, with a validity period of one year and an amount of no less than 4.2 million euros (indicating the amount, validity period, project name and bidding number specified in ITB1.1. The copy is stamped with official seal, and the original is for reference). If the bank credit certificate is for a consortium, the consortium lead party shall provide that; working capital certificate shall be provided by both the leader of JV and the member of JV.
V. Other requirements:
(1) If the bidder is a company in China, the bidder must be an independent legal person registered according to law. The capital shall not be less than 100 million yuan, and the time of registration and establishment (subject to the business license) shall not be less than 10 years. A valid copy of the business license of the enterprise legal person shall be provided in the bids and sealed with the official seal; if the bidder is a company outside China, the bidder shall provide the copy of its business license or the certificate of legal registration in the bids, and the registration and establishment time (subject to the business license) shall not be less than 10 years. The owner's equity of the previous fiscal year (2022) shall not be less than 2 million Euro or equivalent amount (other currencies shall be converted by the spot exchange selling rate of Euro to other currencies first issued by the head office of Bank of China 14 days before the date of bid opening ( November 3, 2023); (2) For the joint venture, both the lead and the partners of the joint venture should meet the above requirements and provide the supporting documents.
