3、Qualification Requirements For Bidder
Qualifications or Performance:Any legal person or other organization from People's Republic of China (PRC) or a country or region that has normal trade relations with People's Republic of China (PRC) who meets the following conditions shall meet the requirements of qualified bidders in Section 2.2 of the Instructions to Bidders, Book I, 2014 Edition of the International Competitive Bidding Document for the Procurement of Mechanical and Electrical Products compiled by the Department of Mechanical and Electrical Technology Industry of the Ministry of Commerce of People's Republic of China (PRC), and also meet the following conditions:
(1) manufacturers can participate in the bidding independently, and manufacturers within the customs territory must have a valid business license; Manufacturers outside the customs must be legally registered in the host country.
(2) the national general agent or agent of the bidding products can also participate in the bidding. The national general agent or agent shall have a national general agent certificate and be within the validity period.
(3) Distributors (or agents) authorized by manufacturers or national general agents or agents may also participate in bidding.
④ Domestic distributors (or agents) and authorized national general agents or agents must have valid business licenses; Distributors (or agents) outside the customs must be legally registered in the local area and authorized by the manufacturer.
⑤ Relevant materials for paying taxes and social security funds according to law (provide financial statements, tax payment certificates and social security records for any three months from October 2022 to the present).
⑥ Whether to accept the consortium bid: Yes.
If a consortium bids, it shall submit a consortium agreement;
Where a consortium bids, the parties to the consortium shall not bid separately in their own names or participate in the bidding of other consortia in the same bidding package;
If a consortium bids, it shall submit the qualification documents and joint bidding agreement of all parties to the consortium, and indicate the work and responsibilities to be undertaken by the lead person and all parties, and promise that once the consortium wins the bid, all parties will bear joint and several liabilities to the tenderer. Otherwise, its bid will be rejected;
If a consortium bids, it shall submit it in the form of payment of bid bond agreed in the consortium's joint bid agreement, which may be submitted by one party in the consortium or jointly. If the bid bond is submitted in the name of one party, it is binding on all parties in the consortium.
