3、Qualification Requirements For Bidder
Qualifications or Performance:Qualification Requirements for Bidder:
1. Copies of business licenses and financial documents:
A. Should continue to carry out business in the past five years (from year of 2018 till now);
B. Submission of audited balance sheets for the last 3 years (2020-2022):
a) Liquidity ratio≥ 1.1
(Current Assets) / (Current Liabilities) ≥ 1.1
b) Indebtedness ratio ≤ 80%
(Total Liabilities) x 100 / (Total Assets) ≤ 80%)
C. Average annual turnover no less than EUR 26 million equivalent, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years (2020-2022), divided by 3 years; profits shall be maintained in the past three years;
D. Access to liquidity: Bidders shall provide the original bank line of credit letter no less than 13 million euros or equivalent (The non-Euro amount will be converted to the first selling rate released by the Bank of China 28 days before the deadline for bidding) with Name of Bidder, Project Name and Bid No. clearly stated, validity period of the line of credit shall cover the bid validity period. In addition, the letter, if with indication only of general line of credit, but without indicating the credit amount special for this Project, or without clear indication that the line of credit is provided directly to the bidder by the bank, or if the line of credit issued by more than one bank, shall be rejected.
2.Similar Experience: The bidder shall at least have completed 3 equipment supply contracts (at least two of them were in China and one of them was educational equipment supply contract in China) financed by foreign government loan or international financing institutions loan in the past five years (from January 1st, 2018 to the bid submission deadline), with each contract amount of not less than 10 million Euro or equivalent (the non-Euro amount will be converted to the first selling rate released by the Bank of China 28 days before the deadline for bidding).
The bidder shall also provide copies of evidence documents with bidder's official seal: (1) Notification of Contract award, (2) Contracts including the home page, price page, equipment list page (price information could be deleted) and signature page, (3) Final Acceptance Certification issued by the end-user; The date of all evidence documents should be within the above stipulated period. The original documentary evidences shall be prepared for check if the bid evaluation committee requires.
3. Other Certificates of Qualification
(1) the power of attorney of the legal representative;
(2) Bidders shall provide valid ISO9000 series certification or quality management system certificates of the same grade;
(3) The form of Declaration of Undertaking in Section IV of this Bidding Document.
(4) Other qualifications required by the Bidding documents.
