3、Qualification Requirements For Bidder
Qualifications or Performance:*3.1 A bidder must be a manufacturer or an agent directly authorized by the manufacturer. If the bidder is an agent, it must provide a formal direct authorization letter from the manufacturer of the equipment it represents, agreeing to supply the goods in this bid. Failure to provide this authorization letter will result in the rejection of its bid.
*3.2 If the bidder is a manufacturer, it must provide a copy of valid business license (business registration certificate of public institution).

*3.3 Bidders and/or manufacturers shall have the achievement of manufacturing/selling products in the model/specification the same as or similar to that of the bidden goods in the past ten years (January 1, 2013 to present), and the cumulative contract amount provided shall not be less than RMB 2 million, and a list of main achievements should be provided. Bidders must provide a copy of the relevant contract (including the first page, stamped page, service content, and list page of the contract) as proof material.
*3.4 For domestic bidders:
1) The bidder must provide the permit for opening a basic bank account (or supporting documents of basic deposit account information);
2) By the deadline for bid submission, if the bidder is listed as a dishonest individual subject to enforcement by a People's Court or included in the "blacklist" of poor work safety records by the Ministry of Emergency Management of the People's Republic of China (including the former State Administration of Work Safety), as well as the supplier disciplinary action notification list, and is currently under enforcement, its bid will be rejected.
