3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The bidder must be a manufacturer with independent legal personality and a business scope of high-voltage and medium-voltage thermocouples, and provide a copy of the industrial and commercial business license, tax registration certificate, and organization code (or three copies of the official seal) If you are an agent, you must issue the provider's only authorization document for this project (see format IV-9-4 in the first volume of the bidding document).(2) Manufacturers should pass ISO9000 series or equivalent quality management system certification.(3) The supply scope of the equipment provided in the bid should meet the requirements of the inquiry document and technical accessories. The bidder is responsible for the completeness of the accessories required for the normal operation of the equipment and ensures that the provided equipment can be installed and used in China.(4) The bidder's bid documents must be completed in strict accordance with the requirements of the inquiry document and technical attachments. The bid documents must provide commercial and technical deviation tables respectively. Specific deviation items should be filled in the deviation table. If there are no deviation items, a statement should be filled in. No deviations, any deviations not included in the deviation table will not be accepted.(5) The bidder should have the corresponding experience and ability in the research and development, design, manufacturing and supply of 100,000 tons/year kettle method high-voltage and medium-voltage thermocouples. The bidder should provide 3 sets or more for 10 applications in accordance with the requirements of the bidding documents. Supply performance table of LDPE/EVA devices or LDPE devices or EVA devices for kettle-type processes with a scale of 10,000 tons/year and above.Performance requirements: The maximum design pressure reaches PN3600, and the thermocouple runs smoothly for three years after being put into production.The performance sheet should indicate the equipment name, model, device design capability, maximum design pressure of the equipment, process used by the device, purpose, user name, smooth operation time after production, installation location and time, etc.For foreign performance, a copy of the contract or a certificate of use with excellent user evaluations is provided. For domestic performance, a copy of the contract or a certificate of use with excellent user evaluations.(6) The bidder must provide a detailed document delivery plan in the bidding document and meet the requirements of the inquiry document and technical attachments.(7) The goods acceptance standards provided by the bidder meet the requirements of the inquiry documents, technical attachments and bidding documents.(8) The bidder should obtain a special equipment manufacturing license for pressure vessels issued by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China, and provide the materials required by the buyer to obtain a pressure vessel usage certificate.(9) The bidder must promise to provide a product certificate of origin issued by the chamber of commerce or official agency of the country where the manufacturer of the final product is located before shipment after winning the bid, and provide a copy of the certificate of origin of the product for similar projects in this bidding document pieces.(10) The bidder must be recognized or recommended by ECI Company, the LDPE/EVA project patent licensor.(11) The bidder must provide complete design, manufacturing, inspection and acceptance information to meet the materials required by the buyer to obtain the pressure vessel usage certificate.(12) The bidder must provide technical attachments that meet the requirements in accordance with the requirements of the inquiry document, and the technical attachments have been approved and signed by the patentee, design institute and user.(13) Consortium bids are not accepted for this bidding.(14) Original or copy of the credit certificate issued by the bidder's bank within three months before the bid opening date.(15) The bidder abides by Chinese laws and regulations, has good business reputation, and has no illegal or illegal records in its business activities in the past three years.
