3、Qualification Requirements For Bidder
Qualifications or Performance:The qualification documents submitted by the bidder to prove its ability to perform the contract after winning the bid shall include the following documents:
If the goods provided by the bidder in accordance with the contract are not manufactured by the bidder itself, The bidder shall obtain a valid authorization letter from the goods manufacturer agreeing to provide the goods in this bid (refer to Format IV-9-4 of Chapter 4, Volume 1 of the "Bidding Documents") or the authorization of the authorized agent for the bidding products (and relevant proof documents of the agent's valid authorization shall be provided). The certification documents should be able to show the integrity of the authorization chain of the goods manufacturer for the bidding products. When determining the number of bidders, if the bidding products of two or more (including two) bidders are produced by the same manufacturer or integrator, they will be recognized as one bidder. Where two or more integrators or agents use products from the same manufacturer as part of their project packages and the total price of the same products exceeds 60% of the total bid price of each project package, they shall be recognized as one bidder.

(3) The original or a copy of the credit certificate issued by the bidder's bank within three months prior to the bid opening date.
"Other qualification certification documents" refer to the documents that prove the bidder and its various partners meet the following qualification and capability requirements:
(1) Manufacturers can independently participate in the bidding. Manufacturers within the customs territory must have valid business licenses, medical device production licenses and radiation safety licenses (Class III). Manufacturers abroad need to be legally registered in the country where they are located.
(2) The national general agent or regional agent of the bidding products or the agent listed in the medical device registration certificate or registration form (hereinafter referred to as the "agent") may also participate in the bidding. The national general agent or regional agent shall have an agency certificate and it shall be within the validity period.
(3) Dealers (or agents) authorized by the manufacturer or the national general agent or regional agent or agent may also participate in the bidding.
(4) Domestic distributors (or agents) and the national general agents or regional agents or agents authorized to them must have valid business licenses, medical device operation licenses and radiation safety licenses (Class III). Overseas distributors (or agents) must be legally registered and authorized by the manufacturer locally.
(5) The bidding products must obtain a medical device registration certificate.
The products to be procured in this project are urgently needed medical devices for clinical medical treatment in the pilot zone. If the products bid by the bidder are imported products and comply with the "Regulations on the Management of Urgently Needed Imported Drugs and Medical Devices for Clinical Use in Boao Lecheng International Medical Tourism Pilot Zone of Hainan Free Trade Port", the bidder must make a commitment to the above situation and provide proof of legal overseas sales, and be responsible for the quality and safety of the bid products (provide a commitment letter and proof of legal overseas sales). The format of the commitment letter is self-drafted. All the above-mentioned materials must be stamped with the official seal of the bidder. If the situation described in this item is met, it is not necessary to provide the medical device registration certificate and other supporting documents of the products being tendered.
(6) If the bidder is a domestic enterprise, it must also meet the following conditions: The bidder is not listed as a "dishonest executive" on the website of Credit China (www.creditchina.gov.cn), a "tax violation blacklist", or a "Record of serious illegal and dishonest behavior in government Procurement" on the website of China Government Procurement (www.ccgp.gov.cn).
