3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer. The agent shall meet the following conditions for bidding:
①A formal authorization letter from the manufacturer for this tender must be provided, clearly defining the scope and duration of the authorization. Moreover, this authorization letter must be unique and exclusive. (The authorization letter must be directly authorized by the manufacturer and secondary authorization is not allowed. The authorization letter must include the contact person and contact information of the manufacturer.) The manufacturer shall make a written commitment to assume the main responsibility for the quality of the materials and after-sales service, and to coordinate and handle important matters during the project implementation process;
② the Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
③ The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder;
④From January 1, 2022 to the bid submission deadline, suppliers whose items have not been found to have quality issues in the quality supervision spot checks and quality issue notifications by petrochina (those that pass the re-inspection may be accepted); Not included in the list of enterprises with abnormal business operations and the list of seriously law-breaking and untrustworthy enterprises and institutions by the National Enterprise Credit Information Publicity System (www.gsxt.gov.cn); Not blacklisted by Credit China website (www.creditchina.gov.cn); Is not in the China executive information network (http://zxgk.court.gov.cn/) to fail in promise the person subjected to execution list.
If the above-mentioned websites do not support the query of credit information by companies outside China and the bidder is unable to provide this document, a written commitment letter can be attached to the above content.
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder's bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder's bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder's qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years.
