3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder is a legal person or other organization that responds to the bidding, has obtained the bidding documents from the bidding agency, and participated in the bidding competition.
2) Unless otherwise specified, legal persons or other organizations from the People's Republic of China or countries or regions that have normal trade relations with the People's Republic of China are eligible to bid.
3) Legal entities or other organizations that have a vested interest in the tenderer and may affect the fairness of the tender shall not participate in the bidding process.
4) The legal person or other organization entrusted to participate in the preliminary consultation and bidding document preparation of the project shall not participate in the bidding of the entrusted project, nor shall it prepare bidding documents or provide consultation for the bidders of the project.
5) The same person in charge of the unit or different units with controlling or management relationships shall not participate in the bidding of the same bidding project package.
6) Only suppliers who are legally and financially independent, operate legally, and are independent of the tenderer and bidding agency can participate in bidding.
7) Bidders on the "Credit China" website( http://www.creditchina.gov.cn )There is no or cannot be found on the list of dishonest persons subject to enforcement, parties involved in major tax violations, records of serious illegal and dishonest behavior in government procurement, and other non compliant conditions.
8) The bidder shall have other documents proving their ability to perform the contract after winning the bid:
① If the goods tendered by the bidder are not manufactured by the bidder themselves, the bidder shall obtain the manufacturer's formal authorization letter to provide the goods in this tender, and the authorization relationship must maintain continuity.
② Documents proving that the bidder has the necessary financial, technical, and production capabilities to fulfill the contract;
