3、Qualification Requirements For Bidder
Qualifications or Performance:(1)The Bidder is legal person or other organization that has purchased the Bidding Document from the Tendering Agent, and has participated in the bid. Any legal person or organization that has not purchased the Bidding Document from the Tendering Agent is not allowed to participate in the bid.
(2)This Invitation for Bids is open to all legal persons or other organizations within the People's Republic of China (hereinafter abb. as "PRC") or from all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas").
(3)Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
(4)Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the Bidding Document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
(5)Different Bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
(6)The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
(7)Bidders should successfully complete the registration on http://www.chinabidding.com (hereinafter abb. as "the Website") prior to the deadline for submission of Bids stipulated in the Bidding Document. Otherwise, the Bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by Bidders.
(8)Copies of business licenses shall be submitted by bidders in China and copies of registration certificates shall be submitted by bidders abroad. Sealing with company stamp for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).
(9)The Bidder shall be a professional manufacturer of fluorine-lined magnetic pumps or the exclusive authorized agent for this project authorized by the manufacturer.If the bidder is an agent, it shall be the agency for this project authorized by the manufacturer. The power of attorney of the manufacturer for the authorization to this project shall be provided. (The format of the power of attorney issued by the manufacturer is as per the format IV-9-4 in Chapter IV of Volume I.) The copy of the above power of attorney shall be sealed in the bid with the official signing and sealing of the bidder, attaching to the "qualification certificate". No matter whether the bidder is the equipment manufacturer or not, "Manufacturer Qualification Statement" shall be provided (the format is as per IV-9-2 in Chapter IV of Volume I).
(10)The bidder shall provide scanned copy of the valid ISO9001 Quality Management System Certification,sealing with company stamp for domestic bidders, while only signature for bidders abroad. ISO9001 Quality Management System Certification for both agent and manufacturer are required if the bidder is an agency.
(11)Since January 1, 2020, the bidder shall be successfully experienced at least two valid sales contracts of FLUORINE-LINED MAGNETIC PUMP(flow rate not less than 300 m3/h and pump head at 25 m or more), total sales quantity of the pump shall not be less than 5 sets. The validity for experienced contract shall meet following conditions: the scanned copy of the signed contract and the supporting materials to prove the successful operation of the performance project affixed with the official seal of the bidder, shall be provided. The contract to the same Enduser will be treated as only one experienced contract.Relevant Experiences List (the Format is as per the Attachment 1 of Section Six) shall be provided.The contract provided shall show the project name, description of equipment, equipment model, flow rate,pump head parameters, quantity, the signing page of the contract, the signing time of the contract, the contact information of the user, and so on.
(12)The Bidder shall have good bank credit, good financial status, ability to perform contracts, and no bad business practices. Bidders shall provide the original Credit Certificates within 3 months before the bid opening issued by the bank where his basic account is open, or the copy of Annual Audit Report of 2024 with its company sealing for domestic bidders(excluding Hong Kong, Macao and Taiwan, the same below), while only signing for bidders abroad(including Hong Kong, Macao and Taiwan, the same below).The agent is required to provide the above-mentioned required materials of both the manufacturer and the agent.
(13)Power of Attorney of legal representative (the format is as per Section 4 Form IV-8,ITB Volume One), Certificate Identity of legal representative and the Identification Card of the authorized representative shall be provided; if the authorized representative for the bid is the company's legal representative, the qualified company's legal representative certificated and his Identification Card shall be provided.
