3、Qualification Requirements For Bidder
Qualifications or Performance: Qualifications for Bidders
3.1 For goods manufacturers or agents with independent legal personality, if the goods provided by the bidder according to the contract are not manufactured by the bidder itself, the bidder shall obtain the consent of the goods manufacturer, who shall provide the original formal authorization letter and original post sales service commitment letter for the goods in this bid (manufacturers of the same brand can only authorize one agent to participate in the bid, and if the manufacturer participates in the bid, the agent is no longer allowed to participate).
3.2 Documents proving that the bidder has the necessary financial, technical, and production capabilities to fulfill the contract.
3.3 Performance: From January 1, 2023 to the bidding deadline, the bidding unit shall have at least one application performance in the underground mine rail transportation system that is of the same specifications or above as the bidding (with a minimum of 30 vehicles in the same project), and a top loading station (with a minimum of 10 vehicles in the same project) that is compatible with mining cars of 20m 3 or above specifications. Mining cars and top loading stations can be composed of different project performances. Provide the application certificate and procurement contract of the user unit (based on the equipment commissioning time in the application certificate, the contract signing date is not limited), and the sales company or agent shall provide the performance of the bidding agent manufacturer. If the bidder is a consortium, their performance can be the performance of any member of the consortium.
3.4 The bidder (including all members of the consortium) shall provide the 2024 financial audit report (including balance sheet, flow statement, and income statement. If the bidder's establishment time is less than the specified year, it may provide a financial statement or a credit certificate issued by the basic account bank since its establishment).
3.5 Whether to accept consortium bidding: Accepted. For consortium bidding, the following requirements must be met: the number of consortium members shall not exceed 3, and the consortium members must be manufacturers or agents of electric locomotives; Production plants or agents that produce mining trucks and supporting loading stations; Composed of integrators engaged in automation systems in the metallurgical industry. The leader of the consortium is responsible for the comprehensive performance and implementation of the entire contract. The consortium shall comply with the regulations and requirements of related consortium bidding, and submit a consortium agreement to clarify the rights and obligations of the consortium leader and all parties involved. Each party to the consortium shall not bid separately in their own name, nor shall they participate in two or more consortium bids simultaneously. In the event of the above situation, their bid and the bids of related consortia will be rejected.
3.6 On site investigation. Due to the complex situation on the project site, it is recommended that bidders conduct a site survey before determining their bidding proposal.
