3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be a manufacturer specializing in the production of the bidding equipment or a first-tier agent or general agent with domestic agency rights in China (the agency company must provide a manufacturer's authorization letter).
3.2 Domestic bidders must be independent legal entities or organizations with full civil liability capacity, and must provide valid business licenses (or institutional legal person certificates) as supporting documents; overseas bidders must submit registration documents and other relevant proof.
3.3 The bidder shall provide a bank credit certificate issued by the account-opening bank (issued within three months prior to the bid opening date).
3.4 The bidder shall not be listed in the "National Enterprise Credit Information Publicity System" (serious illegal and dishonesty list (blacklist) information); the bidder and its legal representative (or responsible person) shall not be listed in the "Credit China" (www.creditchina.gov.cn) serious dishonesty subject list; from January 1, 2020 to the deadline for submission of tender documents, the bidder and its legal representative (or responsible person) shall have no bribery criminal record on the "China Judgments Online" (wenshu.court.gov.cn). 3.5 The bidder shall not be in a state of being ordered to suspend business, property being taken over, frozen, bankrupt, etc., and shall not have other circumstances restricting participation in bidding activities as stipulated by laws and administrative regulations.
