3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The Bidder shall be an independent legal person duly registered and validly existing in the People's Republic of China, or in a country or region having normal trade relations with the People's Republic of China. Domestic bidders shall provide a copy of their business license; foreign bidders shall provide a copy of their registration certificate.
3.2 From January 1, 2019 to the bid closing date of this project (based on the contract signing date), the Bidder shall have sales performance of at least 2 sets for each of the bid products (triple quadrupole LC-MS/MS, GC-MS, and HPLC). Copies of the key pages of the contracts shall be provided; any part involving commercial secrets may be redacted, but the documents shall sufficiently show the contract signing date, product name and quantity, and names of the contracting parties to prove compliance with this clause. If the above information cannot be reflected in the contract or the product names in the contract are inconsistent with those required herein, supplementary supporting documents such as technical agreements may be provided.
3.3 If the Bidder is not the manufacturer of the bid products (triple quadrupole LC-MS/MS, GC-MS, and HPLC), it shall provide the original or a copy of the authorization letter and after-sales service commitment (format to be prepared by the bidder) issued by the manufacturer for this project.
3.4 The Bidder shall provide the Statement of Integrity (format see Chapter 6) affixed with its official seal, committing to comply with the relevant laws and regulations of the People's Republic of China, and that none of the following circumstances exist:(1) Pending litigation or poor performance records related to the bid goods or business;(2) Being subject to an administrative penalty of suspension of bidding qualifications issued by relevant administrative departments of the state or Chongqing Municipality (including any municipal or district/county level) and still within the penalty period;(3) Having committed a serious breach of contract in the execution of procurement projects within China Automotive Engineering Research Institute Co., Ltd., or being listed in the supplier blacklist of China Automotive Engineering Research Institute Co., Ltd.
3.5 Prior to bidding, the Bidder shall complete registration and information verification on EBNew (https://www.ebnew.com) or the Electromechanical Products Tendering and Bidding Electronic Trading Platform (https://www.chinabidding.com).
3.6 The number of invalid complaints filed by the Bidder within 6 months before the bid closing date shall not exceed two in total, and the number within 1 year shall not exceed three in total (as published on China International Tendering Website).
