3、Qualification Requirements For Bidder

1. Legal persons or other organizations from the People’s Republic of China countries (or regions) having normal trade relations with the People’s Republic of China are eligible to participate in the bidding. Domestic bidders shall provide a copy of the valid busineicense (vice copy), while overseas bidders shall provide a copy of the business registration certificate or other valid proof documents.
2. If the bidder is an overseas manufacturer or an authorized an overseas manufacturer, the manufacturer shall have a resident service institution in China or entrust an agency, capable of providing timely and effective after-sales service (at the project location). The hall provide a basic introduction of the after-sales service institution and a copy of its business license. If the after-sales service institution is an entrusted agency, the bidder shall also provide anales service authorization letter issued by the manufacturer.
3. The bidder shall be the manufacturer of the goods to be bid (dust suppression vehicle, water sprinkler truck, bird repeling vehicle, SUV, business vehicle, pickup truck, roller, track inspection vehicle, de-icing liquid spreader, emergency drainage vehicle, light truck) or an authorized agent of the manufacturer. If the bidder does not possess the production capacity for all or part of the equipment, it shall be deemed to be bidding as an agent for that part of the equipmenhall provide a special product agency authorization letter issued by the manufacturer of that part of the equipment for this project. For the same brand and model of equipment, a manufacturer may onlyst one agent to participate in the bidding. If the manufacturer participates in the bidding, it shall not authorize an agent. If the bidder is an agent, the bidder must provide a special pruthorization letter issued by the manufacturer for the equipment of this project and a manufacturer’s after-sales service commitment letter.
4. Different units with the same person in charge or having controlling oelationships shall not participate in the bidding for this tender project at the same time.
