3、Qualification Requirements For Bidder
Qualifications or Performance:*3.1 Qualifications Required for Bidders
*1)Overseas bidders shall provide valid registration documents issued in accordance with the laws of the country (region) where they operate.
*2)Domestic bidders shall provide the business license of enterprise legal person.
*3)Bidders shall submit the configuration list of the tendered equipment.
*4)The bidder must be the manufacturer of the tendered products or an agent authorized by the manufacturer. If the goods supplied under the contract are not manufactured by the bidder, the bidder shall provide the official authorization letter issued by the manufacturer (for format, refer to Volume 1 of Bidding Documents for International Competitive Bidding of Mechanical and Electrical Products).Bids authorized by the general agent, regional agent or any other agent of the manufacturer in China shall not be accepted; bids authorized by representative offices, liaison offices and other institutions without independent legal person qualification shall not be accepted. The original manufacturer's authorization certificate shall be provided.
*5)Bidders shall provide the original bank credit certificate issued by their account opening bank within three months prior to the bid opening date, or the scanned copy of the original. If it is clearly stated on the credit certificate that copy is invalid, the original certificate must be provided, and the tendering agency reserves the right to examine the original document.
*6)For bidders registered within mainland China, they shall additionally provide one of the following documents:Account opening permit issued by the People's Bank of China (scanned copy affixed with official seal); original bank credit certificate indicating basic account information; basic deposit account information (in bank format or with bank seal impression); bank filed seal specimen card (scanned copy affixed with official seal); application for opening corporate bank settlement account (scanned copy affixed with official seal); or other supporting documents.
*6)Bidders shall provide sales performance of the tendered products in the latest 3 years (January 1, 2023 to the bid closing date), with the sales performance subject being the bidder itself. The bidder shall provide a list of sales performance contracts for the tendered products, as well as key pages of representative major contracts as supporting documents. The key pages include but are not limited to the contract cover page, procurement content page, and sealed signature page of both parties.
3.2 Acceptance of Joint Bidding: Not Accepted.
3.3 Any potential bidder who fails to complete registration and purchase the tender documents at Guangdong Machinery & Electric Equipment Tendering Co., Ltd. shall not be allowed to participate in the bidding.
