3、Qualification Requirements For Bidder
Qualifications or Performance:(1) The bidder shall be an independent legal entity or other organization that complies with the provisions of the "Bidding Law of the People's Republic of China" (domestic bidders shall provide a business license or legal person certificate, while overseas bidders shall provide local registration documents);
(2) An original or copy of the credit certificate issued by the bidder's bank within three months prior to the bid opening date;
(3) The bidder must commit that the export of its equipment and software fully complies with relevant international and Chinese laws and regulations, and assist in handling all necessary import and export licensing procedures (provide a written statement in accordance with the format of Appendix 6-7);
(4) For this project, only product manufacturers are accepted to bid for domestic products. For overseas products, both product manufacturers and agents are accepted to bid. If the bidder is an agent of the products it bids for, it must obtain and provide a valid authorization letter issued by the manufacturer of the selected goods, and the original manufacturer and its agent shall not participate in the bidding at the same time. Non-Chinese suppliers (outside Chinese customs territory) can only quote on DAP terms; Chinese suppliers (inside Chinese customs territory) can only quote on DDP terms. If a non-Chinese supplier (outside Chinese customs territory) requires an agent company to bid on its behalf, the agent company must be a company outside Chinese customs territory and can only quote on DAP terms. Bidders that provide goods and services from outside the Chinese customs territory must have the capability to directly sign foreign trade contracts with the tenderee or its entrusted foreign trade agent company.
(5) This project does not accept consortium bids;
(6) If the bidder wins the bid, it must enter into a written contract based on the tender documents and the winning bidder's bid documents, without adding any unreasonable terms or additional requirements to the tenderer (provide a written statement in accordance with the format of Appendix 6-7);
(7) The bidder and the manufacturer of the bid goods must have no record of major legal violations in their business activities in the past year, no use of unfair competition methods to secure a bid, no major economic criminal cases, and no contract termination or losing a lawsuit as a defendant due to any breach of contract, illegal activities, or unethical business conduct (provide a written statement in accordance with the format of Appendix 6-7);
(8) The bidding equipment provided by the bidder must be brand-new products from the country of origin (provide a written statement in accordance with the format of Appendix 6-7);
(9) The bidder shall provide sales performance of the same brand and same type of original equipment with a market sales volume ≥ 3 units from January 1, 2023 to date (subject to the contract signing date), and indicate the equipment sales time, corresponding customer name (the customer name can be replaced by a code), and the number of ordered units. In the bidding stage, materials such as purchase orders, purchase contracts or user acceptance certificates shall be provided, including the key information page (Note: the performance figure shall not include Demo and PO undelivered equipment). In the materials provided, the relevant commitment of "The above information is true and reliable, and if it is inconsistent with the actual situation, we are willing to bear legal responsibility" shall be attached, signed by the authorized representative and affixed with the bidder's company official seal. The tenderee reserves the right to check the original of the sales performance certification materials when necessary. (In addition to the above certification materials, the bidder shall provide the commitment letter on the authenticity of the performance in accordance with the format of the bidding documents).
(10)Bidders must complete valid registration on the electronic bidding platform designated by the Ministry of Commerce of China (hereinafter referred to as the "Electronic Trading Platform," website: http://www.chinabidding.com) before the bid submission deadline (as registration review on the Electronic Trading Platform requires a certain amount of time, bidders are advised to log in to the website as early as possible after deciding to participate in this project to check whether they are already in a valid registration status, to avoid affecting normal bidding due to registering close to the deadline).

Potential bidders interested in participating in this tender invitation shall purchase the tender documentation on the website of Shanghai International Tendering Co., Ltd. (www.shabidding.com) from 9:00 to 16:00 on each working day between May 15, 2026 and May 22, 2026. The tender documentation for this project will no longer be available for sale after the above-specified deadline for the sale of tender documentation. The price of this set of tender documentation is RMB ONE THOUSAND ONLY (RMB 1,000.00) or ONE HUNDRED FIFTY US DOLLARS (USD 150.00), and it is non-refundable after sale. If a paper version of the tender documentation is required, an additional fee of RMB FIFTY (RMB 50.00) shall be paid for domestic mail order; an additional fee of FIFTY US DOLLARS (USD 50.00) shall be paid for overseas mail order.
