3、Qualification Requirements For Bidder
Qualifications or Performance:1.Manufacturer qualification requirements: (1) Domestic manufacturers: A. Equipment manufacturers registered within the People's Republic of China (excluding Hong Kong, Macao, and Taiwan) with independent legal person status (must provide valid Business License, Organization Code Certificate, and Tax Registration Certificate); Note: For entities under the "three-in-one" or "multi-certificate integration" regime, only the Business License is required.
B. The tenderer shall not accept bidders who are listed on the National Enterprise Credit Information Publicity System (HTTP://www.gsxt.gov.cn/) as enterprises with serious violations of laws and regulations, or who are included in the list of dishonest entities subject to enforcement on the "Credit China" website (www.creditchina.gov.cn), for participation in this project. Such bidders must have no significant illegal records in their business activities (provide screenshots of relevant website inquiries and a letter of commitment stating the absence of major illegal records, with customizable format); C. Two or more entities whose legal representatives are the same individual or that have controlling or subordinate relationships shall not bid for the same tender project (provide a commitment letter with customizable format).
D. Legal entities, other organizations, or individuals with vested interests that may compromise the fairness of the bidding process shall not participate in this project (must submit a letter of commitment; format is self-designed).
(2) Foreign manufacturers: A. The manufacturer must possess the corresponding equipment design and manufacturing capabilities, and must comply with the relevant technical specifications and standards of the People's Republic of China or the corresponding international technical specifications and standards (valid supporting documents must be provided).
For agents (traders), in addition to the aforementioned documents, the following must also be submitted: (1) Valid Business License, Organization Code Certificate, and Tax Registration Certificate of the agent (trader). Note: For entities under the "three-in-one" or "multi-certificate integration" regime, only the Business License is required.
3. Performance Requirements: The equipment manufacturer submitted by the bidder must have demonstrated operational experience with at least two automated storage systems for Mask Blank production in the mask blank industry, capable of handling quartz glass substrates measuring 1220×1400 mm or larger over the past decade. Supporting documentation must be included in the tender submission. For sensitive commercial information that cannot be disclosed, critical details may be redacted.
